About this opportunity

The City of Charlotte/Charlotte Area Transit System (CATS) is requesting proposals for general maintenance, preventative maintenance, and repair services at CATS facilities throughout Charlotte and surrounding areas under RFP 269-2026-1783, with proposals due September 8, 2026 at 3:00 p.m. EST. The City strongly encourages participation of certified Minority-owned, Women-owned, and Small Business Enterprises (MWSBEs) and may negotiate Charlotte Business Inclusion (CBI) utilization goals with the selected contractor.

The scope encompasses emergency response, equipment failure resolution, preventive maintenance, routine maintenance and repair, and first-class condition maintenance on mechanical and electrical systems across multiple facilities. Services must be available on an on-call basis via pager, radio, or telephone at all times, with pricing structured by service hours: standard (8:00 a.m. to 5:00 p.m. Monday through Friday), after-hours (5:00 p.m. to 8:00 a.m. Monday through Friday), and weekend and holiday service. All replacement parts must be factory new and free of defects. The contractor must maintain comprehensive insurance including commercial general liability of at least $1 million per occurrence, automobile liability, and workers' compensation.

The contract term is three years with options for two additional one-year renewal terms, commencing on a date to be determined following the evaluation period of September 8–18, 2026. Pricing must be all-inclusive with firm and fixed rates for each one-year contract period. Proposals will be evaluated on qualifications and experience, cost effectiveness and value, acceptance of contract terms, and CBI efforts.

A non-mandatory pre-proposal conference is scheduled for August 18, 2026 at 11:00 a.m. EST via virtual meeting. Written questions are due August 14, 2026 at 5:00 p.m. EST; additional questions are accepted through August 27, 2026 at 5:00 p.m. EST. All submissions must be uploaded through the City of Charlotte's Bonfire e-Procurement Portal at https://charlottenc.bonfirehub.com.
