About this opportunity

Loudoun County Sanitation Authority (DBA Loudoun Water) is requesting proposals for cathodic protection testing services under an RFP, with proposals due September 4, 2026 at 2:00 p.m. ET and questions due August 19, 2026 at 12:00 p.m. ET. No pre-proposal conference will be held.

Work is performed at Loudoun Water facilities in Ashburn, Virginia, with a projected service start date no earlier than January 1, 2027. Cathodic protection testing—a corrosion-control inspection and measurement service—is governed by the Virginia Public Procurement Act.

Bidders must submit sealed proposals through the IonWave online procurement system, including a Unit Price Breakdown spreadsheet, a Proprietary Information Form, a State Corporation Commission Form, a current Certificate of Insurance, and four references documenting similar work experience. Proposals must also include bidder years in business, employee count, and earliest project start date. The contractor must acknowledge Loudoun Water's Purchase Order Terms and Conditions. Late proposals will not be accepted.

The RFP does not specify an estimated contract value, contract term, or evaluation criteria. Contact Kelly Bodden in Procurement at (571) 291-7932 or kbodden@loudounwater.org for questions; direct billing and payment inquiries to Cindy Glascock in Accounts Payable at financedept@loudounwater.org.
