About this opportunity

Escambia County, Florida is soliciting quotes for forestry mulching services at Jones Swamp Wetland Preserve covering approximately 33 acres in southwest Escambia County, with quotes due August 14, 2026 at 3:00 p.m. and questions due August 10, 2026 at 3:00 p.m.

The scope requires reduction of mid-story brush and trees 8 inches DBH and less using a low ground pressure ASV loader or equivalent paired with a forestry mulcher attachment capable of grinding trees up to 8 inches DBH. All live trees and shrubs under 8 inches DBH and all dead snags regardless of size must be ground to existing grade. Mulched material shall be left on the ground surface, not incorporated into soil. Excessive ruts must be manually restored. The project includes best management practices such as silt fencing and turbidity curtains to prevent erosion into adjacent waters. Project completion is required by December 1, 2026.

Pricing shall be submitted as a firm unit cost per acre for the complete work, including equipment, labor, materials, and site restoration. The county reserves the right to purchase additional quantities at quoted prices for up to 180 days following submission. Vendors must provide proof of Florida Sunbiz registration or equivalent authorization to do business in Florida, current business tax receipts, certificates of insurance as specified in contract requirements, and completed W-9 forms. Contractors must comply with federal, state, and local laws including OSHA, ADA, EEO requirements, and E-Verify employment eligibility verification. The county will not consider offers from vendors on the convicted vendor list or scrutinized companies lists. Contractors must certify compliance with drug-free workplace standards and prohibitions against coercion for labor.

Comprehensive general liability insurance, workers' compensation insurance as required by Florida law, and equipment and machinery insurance are mandatory, with Escambia County named as an additional insured. Electronic submissions are required through the OpenGov Procurement portal. Contact Adam Parden at the Escambia County Natural Resources Conservation Division at 850-494-7592 or adparden@myescambia.com for additional information.
