About this opportunity

The Missouri Department of Corrections, through the State of Missouri Office of Administration Division of Purchasing, is requesting proposals for Career and Technical Education Oversight and Management Services under Solicitation No. STATE 0000000499SL, with proposals due August 26, 2026 at 2:00 p.m. Central Time via MissouriBUYS (Amendment No. 01 extended the original deadline of August 21). The contractor must be an accredited institution of higher learning recognized by the Higher Learning Commission, Federal Department of Education, and Missouri Department of Higher Education and Workforce Development, with a minimum of ten years' CTE programming experience and preferably one year in a correctional setting — a restrictive eligibility gate that filters the bidder pool to educational institutions.

The contractor will provide comprehensive CTE program consulting and direct delivery across ten Missouri correctional facilities at minimum and medium security levels, serving a minimum of 1,250 student offenders annually. The scope includes curriculum development and updates, equipment procurement, program administration, student enrollment and guidance, certification testing coordination, and oversight of existing programs in automotive technology, welding, building trades, business technology, nursing, electrical wiring, HVAC, plumbing, and other trades, with identification and implementation of new programs aligned with current employment standards. Full implementation must occur within 365 days of authorization.

Personnel requirements include a Contract Manager with five years of similar contract experience and a bachelor's degree, plus a minimum of one Program Director per facility (or one per two facilities if within 50 miles) with three years of CTE experience. The contractor bears responsibility for all equipment, software, supplies, labor, and certification testing expenses; the state provides physical space, existing equipment, utilities, security, and institutional support. Currently, 20 state agency CTE employees will be offered contractor positions at a minimum of 120 percent of current salary with continuous healthcare coverage and 120-day termination-for-cause protections.

The contract period runs from the effective date through June 30, 2029, with two optional one-year renewal periods. Pricing is firm and fixed per Exhibit C with quarterly invoicing due within thirty days of service delivery; renewal pricing shall not exceed original contract amounts. The contractor must achieve "Approved" registration and "Spend Authorized" status in MissouriBUYS prior to award. A mandatory pre-proposal teleconference was held August 10, 2026 at 10:00 a.m. Central Time; non-mandatory facility tours were offered August 11–12, 2026.
