INTRODUCTION AND BACKGROUND INFORMATION SECTION

Introduction:

Purpose: This document constitutes a request for competitive, sealed proposals for the provision of career and technical educational (CTE) program consulting and management services as set forth herein for the Department of Corrections.

Minimum Experience Qualifications: There are minimum experience qualifications in the RFP (See Section 2.2, Minimum Experience Requirements in Section 2: Scope of Work).

Titles: Titles of paragraphs used herein are for the purpose of facilitating reference only and shall not be construed to infer a contractual construction of language.

Background and Historical Usage Information:

The Department of Corrections (DOC) is committed to equipping and empowering individuals to find a path to economic independence and mobility through higher education, soft skill development, and career exploration, which are essential for those released from incarceration in obtaining and maintaining employment. Workforce readiness and subsequent connection with employment is a significant indicator for reentry success.

A recent analysis of DOC’s Career and Technical Education Programs found the current programs provided by the state agency need updates to curriculum, software, hardware, and other equipment necessary for the certifications. New programs were recommended that more align with the current employment landscape. The state agency would like to have a subject matter expert entity administrate and operate the DOC’s CTE programs to reach offender reentry goals.

The Division of Offender Rehabilitative Services (DORS) has current career and technical education programs that are funded and managed internally at eleven (11) correctional centers.

Current programs include automotive technology, basic welding, building trades, business technology office management, certified nurse’s assistant, commercial vehicle operator, cosmetology, culinary arts, customer service representative, electrical wiring technology, heavy equipment operator, HVAC, warehouse, manufacturing and supply chain, outdoor power equipment technology, professional gardening, residential plumbing, telecommunications, and tattoo artist apprenticeship.

The DOC recognizes the need for programming to be administrated and operated by and through an accredited institution of education to assist in ensuring CTE programs remain up to date and provide the level of workforce training that will maximize the possibility for gainful employment upon release from incarceration.

The DOC’s current correctional facilities that provide CTE programming include:

Algoa Correctional Center – male facility (ACC) Boonville Correctional Center – male facility (BCC) Chillicothe Correctional Center – female facility (CCC) Crossroads Correctional Center – male facility (CRCC) Farmington Correctional Center – male facility (FCC) Missouri Eastern Correctional Center – male facility (MECC) Moberly Correctional Center – male facility (MCC) Northeast Correctional Center – male facility (NECC) Tipton Correctional Center – male facility (TCC) Western Reception, Diagnostic and Correctional Center – male facility (WRDCC) Women’s Eastern Reception, Diagnostic and Correctional Center – female facility (WERDCC)

Currently, DOC employs Career and Technical Education teachers at eleven (11) of the nineteen (19) correctional facilities and two (2) Career and Technical Education Supervisors who lead the CTE programming at their assigned facilities; however, with current resources, DOC recognizes an inability to provide the expertise needed to meet the overall CTE needs as well as provide the level of quality programming needed to reach current workforce readiness goals.

Current and/or Previous Contract Information:

A current contract nor a previous contract exists for the services being obtained via this RFP.

RFP Questions:

Buyer is Single Point of Contact for Solicitation: Vendors and their agents (including subcontractors, employees, consultants, or anyone else acting on their behalf) must direct all of their questions or comments regarding the RFP, the evaluation, etc., to the buyer indicated on the first page of this RFP. It is preferred that questions be emailed to the buyer.

Except as noted herein, vendors and their agents are instructed not to contact any other state employee regarding any of these matters during the solicitation and evaluation process. If not received prior to ten (10) calendar days before the proposal closing date and time, the Division of Purchasing may not be able to fully research and consider the respective questions or issues.

State’s Response to Vendor Questions: Upon the Division of Purchasing’s consideration of questions and issues, if the Division of Purchasing determines that changes are necessary, the resulting changes will be included in a subsequently issued RFP amendment(s); absence of such response indicates that the questions and issues were considered but deemed unnecessary for an RFP amendment. All vendors will be advised of any change to the RFP’s language, specifications, or requirements by a formal amendment to the RFP. There will be no posted written records of the questions/communications (i.e., formal question/answer document).
