About this opportunity

The North Carolina Department of Administration, Facility Management Division is seeking a contractor for cardboard hauling and disposal services across state buildings in Raleigh/Wake County. The procurement, identified as Invitation for Bid #13-DOA1505739591, requires a vendor to provide comprehensive cardboard waste removal services, including the rental of ten 30-yard cardboard collection units at various state facilities. The contract's primary objectives include maintaining clean waste sites, preventing cardboard overflow, and ensuring compliance with NC Statute 130A-309.14 regarding recycling access. Bids are due on April 8, 2025, at 2:00 PM ET, with a contract commencement date of May 1, 2025, and an initial one-year term that can be renewed for up to two additional years. The service requirements include varied collection frequencies ranging from weekly to monthly, with the successful vendor entitled to retain all revenue generated from cardboard recycling. Contractors must demonstrate capability to service multiple state facilities, adhere to federal, state, and municipal guidelines, and provide monthly invoicing and annual service scheduling.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged business enterprises. The contract allows for flexibility in service frequency based on waste volume and requires vendors to complete various attachments including pricing forms, references, and financial condition certifications. While no incumbent vendor is mentioned, the contract includes provisions for additional services such as power cleaning, sanitizing, and repair, which will be charged on an as-needed basis. The procurement does not specify a precise budget range, but the scope involves managing cardboard waste for at least ten collection units across multiple state facilities. Potential bidders will need to demonstrate financial stability, operational capacity, and the ability to provide reliable recycling and waste management services consistent with state environmental standards. The contract's structure suggests a potential annual value that would depend on the volume of cardboard collected and the specific service frequencies required at each location.
