About this opportunity

The City of Philadelphia is requesting quotes on Canva Business Licenses under a micro purchase, with quotes due August 5, 2026. The contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to remain eligible for award and may not deliver services until notified by the department.

The micro purchase threshold is $45,000, adjusted annually by the Consumer Price Index-U percentage increase from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date with no extensions or renewals permitted. All quotations must be submitted electronically through PHLContracts and remain valid for 60 days from submission.

Sellers are required to submit a signed Consent and Authorization Agreement prior to bid closing — either by attaching a scanned copy during vendor profile registration or by including it with the first quote. Failure to submit the signed agreement will render quotes non-responsive. Sellers must also complete an LGBTQ Applicant Data Form for demographic self-certification. All prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales taxes.

The successful seller must procure and maintain workers' compensation insurance at statutory limits, general liability insurance with minimum limits of $500,000 per occurrence, and automobile liability insurance with minimum limits of $300,000 per occurrence. The seller must indemnify the City against losses, claims, and liabilities, including those arising from breach of contract or infringement of proprietary rights. Payment will be made electronically following delivery and City approval. The seller certifies that it is not indebted to the City for delinquent taxes, liens, or judgments and must comply with all applicable federal, state, and local laws.
