About this opportunity

The Maryland Cannabis Administration is requesting proposals for canopy demand report analysis and market modeling under a fixed-price contract, with submissions due September 16, 2026 at 5:00 p.m. via eMaryland Marketplace Advantage (eMMA). The analysis must support statutory reporting to the Maryland General Assembly by December 31, 2026 under Alcoholic Beverages and Cannabis Article 36-802.

The scope requires compiling, analyzing, and presenting cannabis supply and demand data by license type; conducting supply and demand modeling under multiple scenarios; performing market forecasting; conducting delivery research; and providing technical assistance. Key deliverables are a clean dataset due October 31, 2026; a preliminary draft report and exhibits due November 30, 2026; and a final draft report due December 15, 2026. The contract runs October 1, 2026 through June 30, 2027, with one renewal option for an additional two-year term upon mutual written agreement, requiring 30-day notice before initial-term expiration.

The total budget does not exceed $165,000 for the initial three-year period. The financial proposal must itemize costs by personnel, consultants, travel, contracts, office and operational supplies, conferences and meetings, and other project-related costs, with comprehensive budget narrative and line-item justification.

Evaluation prioritizes demonstrated experience and capacity to conduct surveys and data analyses with tight timelines and relevant past project examples, followed by comprehensiveness of the statement of work and proposed work plan. Reference checks assess the vendor's ability to deliver comparable analytical and reporting services, experience with government reporting obligations, data analysis methodologies, market research capabilities, delivery of comprehensive reports, and reliability with complex reporting timelines.

Offerors must be registered on eMMA to receive an award. The state encourages minority business enterprises to participate. The Procurement Officer is Merricka Brown (merricka.brown1@maryland.gov) and the Contract Monitor is Timothy Dupree.
