About this opportunity

The City of Charlotte, North Carolina is requesting proposals for a fully operational red-light camera system covering up to ten intersections under RFP #269-2027-008, with proposals due October 30, 2026 at 3:00 p.m. The City's strong preference is toward a turn-key lease with vendor responsible for ongoing maintenance; city-owned options with comparative costs are also requested.

The system must detect traffic signal violations without separate vehicle detection systems or connections to traffic signal cabinets, with minimum 4K pixel resolution and the ability to capture at least four lanes per approach. Each intersection has one treated approach. Pricing must detail installation costs, program initialization costs, and all ongoing monthly costs itemized by per-intersection equipment lease, communications, electrical service, system maintenance, and operational costs.

A Small Business Enterprise participation goal waiver exists under the City's Charlotte Business INClusion Program, though SBE participation is strongly encouraged. Contractors must be registered with the North Carolina Secretary of State and the City's vendor registration system, maintain $1,000,000 general liability and professional liability insurance, and comply with all applicable federal, state, and local laws.

Evaluation spans ten criteria: technical approach and system capabilities (15 points), vendor experience and qualifications (15 points), cost and fee structure (15 points), references and past performance (10 points), implementation plan and timeline (10 points), maintenance and support plan (10 points), data security and privacy compliance (10 points), support infrastructure (5 points), violation processing and customer service (5 points), and financial stability (5 points). Questions are due October 12, 2026 (prior to the pre-proposal conference) and October 26, 2026 (after the conference). A non-mandatory pre-proposal conference is scheduled for October 21, 2026 at 1:00 p.m. via Microsoft Teams. The City anticipates City Council award at a date to be determined and reserves the right to enter into one or more contracts with any selected firm.
