About this file

This Request for Proposals (RFP #269-2027-008) is issued by the City of Charlotte, North Carolina, seeking qualified contractors to provide a fully operational red-light camera system for up to ten intersections, each with one treated approach. The system must include cameras capable of detecting traffic signal violations without requiring separate vehicle detection systems or connections to traffic signal cabinets, with minimum 4K pixel resolution and the ability to capture a minimum of four lanes per approach. The City previously operated a successful red-light camera program that ended in 2009 and now wishes to reduce serious and fatal crashes as part of its Vision Zero Program. A non-mandatory pre-proposal conference is scheduled for October 21, 2026, at 1:00 p.m. via Microsoft Teams, with questions due by October 12, 2026, prior to the conference and October 26, 2026, after the conference. Proposals must be submitted electronically through the Bonfire e-Procurement Portal no later than October 30, 2026, at 3:00 p.m. The City anticipates contract award by City Council at a date to be determined, with services commencing thereafter. The City reserves the right to enter into one or more contracts with any firm selected under this RFP process.

Pricing proposals should detail installation costs, program initialization costs, and all ongoing monthly costs, including per-intersection costs for equipment lease, communications, and electrical service, as well as system maintenance and operational costs. The City's strong preference is toward a turn-key lease arrangement with the vendor responsible for ongoing maintenance, though city-owned options with relevant costs for comparison are requested. Proposals will be evaluated on technical approach and system capabilities (15 points), vendor experience and qualifications (15 points), cost and fee structure (15 points), references and past performance (10 points), implementation plan and timeline (10 points), maintenance and support plan (10 points), data security and privacy compliance (10 points), support infrastructure (5 points), violation processing and customer service (5 points), and financial stability (5 points). A goal waiver exists for Small Business Enterprise (SBE) participation under the City's Charlotte Business INClusion Program, though participation is strongly encouraged. Selected contractors must be registered with the North Carolina Secretary of State and the City's vendor registration system, maintain specified insurance coverage including $1,000,000 general liability and professional liability insurance, and comply with all applicable federal, state, and local laws.

Pursuant to Charlotte City Council’s adoption of the Charlotte Business INClusion (CBI) Policy, the CBI program seeks to enhance competition and participation of Small Business Enterprises (SBEs) in City contracting. To accomplish this, the City has examined its procurements and set specific SBE participation goals on a contract-by-contract basis. In addition, CBI makes a concerted effort to expand its certified SBE vendor pool and assist city-certified firms in growing, enhancing, and developing their businesses. CBI offers numerous development programs supporting certified businesses in organizational training, strategic development, and networking opportunities.

The CBI Policy and CBI Manual are posted online here: www.charlottebusinessinclusion.com

To determine whether disparities exist in City contracting based on race-neutral and gender-neutral factors, and also to measure the effectiveness of the City’s Charlotte Business INClusion (“CBI”) Program, the City tracks the utilization of subcontractors and suppliers on specific City contracts based on race-neutral and general-neutral small business enterprise status (SBE). It is important that the City obtain this data only City-certified SBE suppliers and subcontractors and also for other subcontractors and suppliers. As a condition for receiving payments under this Contract, the Bidder agrees to submit any payment record into InclusionCLT, or any subsequent system designated by the City, detailing the amounts paid by the Consultant to all subconsultants and suppliers receiving payment in connection with this Contract.

There Is a Goal Waiver for This Listing.

The City Strongly Encourages Participation Whenever Possible.

You will also have the opportunity to complete any applicable certifications if your company desires to establish itself as an SBE. 3. SCOPE OF WORK

The selected contractor will provide a fully operational red-light camera system for up to ten intersections, each with one treated approach. The system must include cameras capable of detecting traffic signal violations without requiring separate vehicle detection systems or connections to traffic signal cabinets.

The City’s strong preference is toward a turn-key lease with vendor responsible for ongoing maintenance. If available, provide a city-owned option with relevant costs for comparison, including all physical equipment, hardware and software maintenance and updates.

The list of proposed intersections are included as Exhibit B. Enforcement approaches at the specific intersections will be determined based on crash history and equipment constraints.

In the event of contract termination or close-out, The City retains the right to have Contractor remove all equipment. Contractor shall continue processing citations issued before termination and, if applicable, shall cooperate with the transition to a new vendor. If equipment is to be removed, the Contractor shall restore the camera sites to pre-contract conditions at no cost to the City.

1. Equipment Requirements The proposed system must capture from the start of the red phase of the traffic signal. No direct connection into the traffic signal controller or signal detection equipment will be permitted.

Additional requirements:

• Automatically detect and document red-light violations, including video and still images

• Be capable of capturing a minimum of 4 lanes per approach

• Minimum 4k pixel resolution with video and still image capability in all light conditions

• Securely access live view into cameras by authorized users

• Include the ability to use auxiliary flash units for capturing violations in low-light conditions

• Be adaptable for future technological upgrades

• Allow for easy relocation to new intersections as directed by the City Each image must include the following time-stamped data:

• Date and time of the violation (recorded in military format)

• Yellow interval duration (to the nearest 1/10th of a second)

• All-red interval duration (to the nearest 1/10th of a second)

• Amount of time between the signal turning red and the time of the violation (to the nearest 1/10th of a second)

• Vehicle speed

2. Communications Interface The contractor is solely responsible for designing, installing, and maintaining all communication linkages as necessary to operate the red-light camera system effectively. This includes ensuring secure and reliable connections between the field equipment and the back-office system for citation processing, program management, and real-time system monitoring.

The contractor must:

• Guarantee that all communication systems function seamlessly and meet data security standards.

• Ensure…
