About this opportunity

The California Department of General Services, Real Estate Services Division, Project Management and Development Branch is soliciting Statements of Qualifications from Construction Management firms for the California Veterans Headquarters Electrical Upgrade project, with SOQs due July 21, 2026 at 5:00 p.m. The State encourages Small Business and Disabled Veteran Business Enterprise participation.

The project is located at 1227 O Street, Sacramento, California and encompasses interior electrical upgrades within an existing building. Scope includes disconnection and replacement of switchgear, switchboards, distribution panelboards, transformers, busway, disconnect switches, and selective feeders throughout the facility; replacement of busway from the SMUD vault to the main electrical room; and UPS replacement. Critical systems must remain on temporary power during service disconnection, including system security, server room with HVAC and UPS loads, freight elevator, domestic water pumps, fire alarm and suppression systems, exit signs, and egress lighting. Circuit tracing work requires identification, labeling, and documentation of all powered devices with delivery of updated as-built Revit models and AutoCAD files.

The estimated construction cost is approximately $7.8 million with a projected contract duration of 440 days. SOQs must be submitted electronically in PDF format to a DGS Box.com site. Evaluation criteria are firm experience, key personnel qualifications, principal experience and licenses, resource availability, ability to work with multiple entities, and problem-solving capabilities. Typically, the three highest-scoring firms advance to interviews, with one selected for contract award.

All Construction Management firms and subcontractors must register with the California Department of Industrial Relations as public works contractors and comply with prevailing wage requirements under Labor Code Section 1774. The selected firm and all sub-consultants are precluded from participating in any construction or competitively bid contract work on the project. Firms must provide current California Secretary of State Statement of Information, DIR registration documentation, California Civil Rights Laws Attachment certification, Darfur and Iran Contracting Act certifications, and the Bidder's Declaration Form. Ten percent retention will be held on all progress payments, with retention exceeding $10,000 continuing beyond 60 days after phased service completion eligible for escrow deposit at the consultant's expense. Firms must certify they are not targets of economic sanctions under Executive Order N-6-22 and must disclose any intended use of Generative Artificial Intelligence in project deliverables or performance.
