About this opportunity

The City of Phoenix is requesting qualifications for Construction Manager at Risk (CMAR) services for the Cactus Park Precinct, a new police precinct campus funded through the 2023 General Obligation Bond Program, with qualifications due August 14, 2026 at 12:00 p.m. through the City's Procurement Portal. Only firms with physical business locations within Maricopa County are eligible; a Small Business Enterprise (SBE) subcontracting goal will be set prior to construction based on SBE subcontractor availability.

The scope encompasses preconstruction and complete construction services for a state-of-the-art facility at 3035 W. Thunderbird Road, Phoenix, replacing the existing Cactus Park Precinct. The 12.5-acre co-location site will be shared with a future Phoenix Fire Department facility and will include a main precinct building of approximately 4,100 square feet with an attached firearms training facility, covered fuel island, secure parking areas, site security infrastructure, and green stormwater features. The CMAR will deliver a Guaranteed Maximum Price (GMP) contract through multiple GMP proposals in CSI format and assume responsibility for construction means and methods, subcontractor selection using the City's process, preconstruction cost estimating, project planning and scheduling, constructability studies, long-lead procurement, permitting assistance, and quality and safety management. The estimated construction cost is $18 million.

Evaluation criteria total 421 points from the Statement of Qualifications: general firm information and Arizona contractor licensing (50 points), firm experience with comparable CMAR or general contractor projects (100 points), experience of key personnel on similar projects (100 points), understanding of the project and service delivery approach (150 points), and reference checks (21 points). Interviews, worth an additional 600 points, are scheduled for September 14, 2026. A pre-submittal meeting is scheduled for August 4, 2026 at 11:00 a.m. at the Phoenix Police Department, 100 West Washington Street, with virtual attendance available. Statements of Qualifications may not exceed 20 pages. Firms must hold current bonding capacity rated A- or better and provide an EMR rating.
