About this opportunity
The California Department of Parks and Recreation is requesting sealed bids for structural stabilization of the John Marsh House, a non-occupied historical building at Marsh Creek State Park in Contra Costa County, with bids due August 26, 2026, and a mandatory job showing on July 29. A minimum 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; failure to meet this threshold renders the bid non-responsive.
The scope encompasses structural stabilization work including second-floor framing, metal stud installation, epoxied anchor systems into existing stone walls, wood plate connections, foam insulation, and angle bracing with SDS screw fastening. The project manual specifies metal studs (400S200-68 at 16 inches on center maximum), threaded rods epoxied into existing walls, 4x6 treated wood plates, and L6x4x1/4 angle bracing. Contractors must hold an active California Contractors State License Board license in classification A and/or B. The bid structure includes a lump sum base bid with seven deductive alternates to allow scope reduction if the lowest bid exceeds available funding.
The engineer's estimate is $350,000 to $650,000. The contract term runs 455 calendar days from notice to proceed, with a 90-calendar-day work performance period (including 10 calendar days for mobilization). Place of performance is 21789 Marsh Creek Road, Brentwood, California 94513.
A 5% Small Business Preference applies to properly certified California small businesses submitting completed STD 811 forms. An additional DVBE incentive (up to $100,000) is available for bids exceeding 6% DVBE participation, applied for evaluation purposes only. All contractors and subcontractors must register with the California Department of Industrial Relations under Labor Code section 1725.5. Questions are due July 19, 2026 (seven calendar days before bid opening). Bids exceeding $5,000 require 10% bidder's bond, performance bond, and payment bond. Award will be made to the lowest responsible bidder within 120 calendar days of bid opening.
