About this opportunity

The City of Santa Clarita is requesting bids for bus stop maintenance and general cleaning services at 276 locations throughout the city, with bids due September 24, 2026, and a non-mandatory pre-bid meeting on September 8, 2026, at 3:00 PM via Zoom.

Bidders must hold a current Waste Collector's Permit from the Los Angeles County Department of Public Health and be registered with the California Department of Industrial Relations under Labor Code Section 1725.5. All maintenance work must comply with prevailing wage requirements and be performed outside peak traffic hours (6:00–9:00 AM and 4:00–8:00 PM Monday–Friday); waste collection services are permitted only between 8:00 PM and 6:00 AM.

The scope includes pressure washing, trash receptacle emptying and cleaning, bench and shelter maintenance, graffiti removal, solar panel cleaning, LED sign and LCD monitor maintenance, and bulky item pick-up. Service frequencies vary by location: some bus stops receive weekly service while others receive twice-weekly service, as detailed in Exhibit B. Pricing is on a lump-sum basis across four line items: once-weekly cleaning at 276 stops (52 annual services each), twice-weekly cleaning at 30 stops (52 annual services each), estimated 10 as-needed call-outs for additional cleanings annually, and estimated 4 as-needed bulky item pick-ups annually.

The contract term is one year with four optional one-year renewal periods at the City's discretion. Bidders must provide a proposal guarantee bond of at least ten percent of the total bid amount; upon award, a faithful performance bond and labor and material bond each equal to 100 percent of the contract price are required. Required insurance includes general liability of $2,000,000 per occurrence and $4,000,000 annual aggregate, worker's compensation of $1,000,000 per occurrence, and automotive liability of $1,000,000 combined single limit. All bids must remain valid for 120 days following bid closing. Questions are due September 17, 2026.
