About this opportunity

The Regional Transportation District (RTD) in Denver, Colorado is seeking proposals for bus shelter maintenance services—custodial, graffiti removal, and snow removal—at shelters on North and South Federal Boulevard, Group 3 shelters, and the Federal and Colfax and Federal and Evans transfer centers, with proposals due November 16, 2026 at 2:00 p.m. and a non-mandatory pre-proposal briefing on October 26, 2026 at 2:00 p.m. via Microsoft Teams. A 15% Small Business Enterprise (SBE) participation goal applies; proposers must demonstrate good faith efforts to meet this requirement or document inability to do so under 49 CFR Part 26.53 and Appendix A.

The scope encompasses 42 shelters with service frequencies ranging from daily to five times per week between 5:00 a.m. and 7:00 p.m. Monday through Friday and 7:00 a.m. to 7:00 p.m. on weekends. The contractor must develop and submit custodial, graffiti removal, snow removal, quality control, and staffing plans. All labor, equipment, and consumable supplies are contractor-provided. Graffiti removal must occur within 72 hours of identification; pressure-washing equipment must meet minimum 3000 PSI specification. Snow removal includes anti-icing material application prior to weather events and accumulated material removal within 24 hours. The contractor must install GPS-based vehicle tracking with live RTD access, maintain signage on all service vehicles, and provide 24/7 communication availability. All contractor personnel must be English-speaking and safety-trained. Emergency and out-of-scope work is reimbursable at per-service or hourly rates in the bid schedule.

The initial contract term is three years with two optional one-year extensions at negotiated pricing. Contract costs remain to be determined pending contractor selection. Compensation is fixed-price monthly lump sum invoiced within ten days of month-end, with RTD payment due within 30 days. The contractor must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Workers' Compensation ($1 million per occurrence), and Umbrella Excess Liability ($5 million per occurrence / aggregate), with RTD as additional insured on all policies except Workers' Compensation.

Proposals are evaluated on approach and scope completeness (30 points), past relevant experience with similar projects and government entities (30 points), and cost (40 points). Technical proposals must not exceed 30 pages excluding cover letters, resumes, and certifications. Inquiry period closes November 2, 2026 at 2:00 p.m.; RTD responses are due by November 5, 2026 at 2:00 p.m. RTD anticipates final selection by December 4, 2026. Proposals must comply with Web Content Accessibility Guidelines 2.1 Level AA standards and are submitted electronically through RTD's procurement portal at https://procurement.opengov.com/portal/rtd-denver.
