The City of St. Petersburg is requesting proposals for building plan review and inspection services on an as-needed basis under RFP-26-295, with proposals due August 25, 2026 at 3:00 p.m. The City intends to award contracts to multiple qualified vendors to support its Building Department.

Vendors must hold current certifications in Standard Plan Review, Residential Plans Examiner, and Standard Inspection as specified in Florida Statute 468, and must demonstrate a minimum of three years' experience providing building plan review and inspection services for municipalities or public agencies. Vendors must be registered with the Florida Division of Corporations, maintain required insurance coverage, comply with E-Verify requirements, and affirm compliance with public records laws and scrutinized-companies certifications.

The initial contract term is three years with options for two one-year renewals at the City's discretion. The City will provide hardware, software, and a project manager point of contact; vendors must supply labor, materials, transportation, tools, and equipment. No pricing structure is specified in the RFP; pricing will be evaluated on completeness, clarity, and reasonableness.

Evaluation criteria are weighted as follows: Qualifications and Experience (41%), Project Approach (30%), Business Enterprise Program Outreach and Utilization (14%), and Cost Analysis (15%). Questions are due July 29, 2026. All submissions must be made electronically through the OpenGov Procurement portal. No pre-proposal conference is scheduled.
