About this opportunity
The City of Clearwater's Planning and Development Department is requesting bids for building inspection and plan review services on an as-needed basis under ITB, with sealed bids due August 10, 2026 at 10:00 a.m. and questions due July 31, 2026 at 10:00 a.m.
The scope covers inspection and plan review services across building, electrical, mechanical (HVAC), plumbing, structural, and site disciplines in compliance with the Florida Building Code. Based on historical volume, the City anticipates approximately 14,000 inspections and 8,100 plan reviews annually, though there is no guaranteed minimum number of hours or volume of work — services will be assigned on an as-needed basis. Personnel must hold current Florida state licenses as required by Chapter 468, Part XII, Florida Statutes and maintain all required certifications throughout the contract term. Bidders must provide minimum three references demonstrating similar experience within the past five years, preferably with municipal or governmental entities.
The anticipated contract term begins October 2026 and extends through September 30, 2027, with four optional one-year renewals at the City's discretion. City Council authorization is expected in September 2026. Pricing shall be provided on an hourly rate basis for plan review services and per-inspection basis for building inspections, with separate pricing required for overtime (5:00 p.m. to 7:00 a.m., Monday through Friday), weekend, and holiday services. Pricing must remain firm for one year, with potential adjustments thereafter limited to the Consumer Price Index for All Urban Consumers (CPI-U) for the Tampa-St. Petersburg-Clearwater area.
The City requires Commercial General Liability coverage of $1,000,000 per occurrence / $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation coverage. The City reserves the right to reject any or all bids and may award to one or multiple vendors. Standard payment terms are NET 30 via Electronic Funds Transfer. Bids are submitted through the City's e-Procurement Portal.
