About this opportunity

The City of Evanston, Illinois is requesting bids on bridge viaduct artistic lighting installation (Bid 26-35) with bids due August 25, 2026 at 2:00 p.m. and public opening at 2:15 p.m. via Google Meets. The project carries a 25% M/W/D/EBE goal and a mandatory local employment requirement: contractors must employ Evanston residents for at least 15% of on-site work hours with a minimum of one resident hired. Prevailing wage under the Illinois Prevailing Wage Act applies, with certified payroll due monthly.

The scope covers disconnection, removal, delivery, and storage of electrical and traction power items obsolete or affected by demolition work on six bridges: five UP-owned Metra bridges (Church Street, Davis Street, Dempster Street, Main Street, and Howard Street) and one CTA-owned bridge (Church Street). Work includes removal of service equipment, lighting fixtures, wiring devices, conduits, raceways, and wire and cable from source to point of use, as well as installation of city-owned lights and control equipment. The contractor must supply all other electrical equipment, standard and custom mounting, and wiring. Contractors must visit project sites prior to bid submission.

The contract period extends from award through December 31, 2026, with liquidated damages at $1,425 per calendar day for delays beyond the completion date. The project is funded through ARPA (federal award SLT-1486, Coronavirus State and Local Fiscal Recovery Funds, administered by the U.S. Department of the Treasury). Electronic submission through DemandStar is required. A 5% bid bond and 100% performance and material labor payment bond are required. Contractors must register with Sam.gov and maintain a Unique Entity ID. Contractors must demonstrate enrollment in a U.S. Department of Labor registered Apprenticeship Training Program and perform at least 25% of project services directly. A waiver option exists for the CTA bridge on Church Street (Alternate 1) due to potential permit approval delays, with deduction pricing required.
