About this opportunity
The City of Lone Tree, Colorado, is requesting qualifications for construction management, owner's representative, and inspection services for the Brick Wall Replacement Program, with qualifications due August 7, 2026, and a mandatory pre-proposal conference on July 27, 2026.
The scope covers demolition and replacement of approximately six miles (1,500 panels) of brick walls throughout the city over six geographic and construction phases spanning approximately three years, including winter shutdowns. Services include pre-construction support such as constructability reviews and project manual development; inspection services to verify contractor conformance with plans and specifications; and technical assistance in project administration and coordination among multiple contractors and city departments. The awardee must have demonstrated municipal and construction management experience on comparable projects.
The initial contract term extends through December 31, 2027, with the city's option to renew for up to three additional one-year periods subject to annual appropriation and satisfactory performance. Services are authorized by written task orders for each phase with no guaranteed minimum amount of work. Compensation will be established on a time and materials basis with monthly invoices; the consultant must submit monthly expenditure reports and notify the city when expenditures reach 75 percent and 90 percent of authorized amounts. The consultant must maintain Professional Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial General Liability insurance with minimum combined single limits of $1,000,000 each occurrence and $2,000,000 general aggregate, and Workers' Compensation insurance in accordance with statutory limits.
Evaluation is weighted as follows: project understanding and management approach (25 points), qualifications and experience of key personnel (30 points), comparable project and municipal experience (15 points), staffing availability, responsiveness, and continuity (20 points), and cost proposal and rate schedule (10 points). The selection committee will review qualifications first and consider the rate schedule only after completing the qualifications-based evaluation. The mandatory pre-proposal conference will be held July 27, 2026, at 2:00 PM via Microsoft Teams. Qualifications must be submitted via BidNet by August 7, 2026, at 2:00 PM. All proposals become property of the city and are subject to disclosure under the Colorado Open Records Act.
