About this opportunity
The Town of Boonsboro, Maryland, is requesting proposals for consultant services to design approximately 5,100 feet of new and upgraded sidewalks serving the Boonsboro schools complex under a qualifications-based selection process governed by the Brooks Act, with technical proposals due February 9, 2026, at 3:30 p.m. EST via the eMaryland Marketplace Advantage system. No federal or state DBE requirements apply to this procurement.
The scope encompasses surveying, environmental inventory and assessment, final design, geotechnical investigation, utility designation, permit and plan approval coordination, and PS&E/IFB development across three primary corridors—Orchard Drive, Ford Avenue, and Center Street—with Center Street to be converted into a closed-section roadway with dedicated sidewalks and curbs. Design deliverables include 30%, 60%, 90%, and 100% completion submittals with cost estimates and bid documents; design completion is required by May 30, 2028, and construction must commence no later than May 30, 2033. The Town will handle stormwater and grading approvals, and the Washington County Soil Conservation District will review erosion and sediment control plans. Consultants must provide industry-standard design software at their own cost.
The available design budget is $874,856 from total project funding of $940,460 (funded through the Federal Aid Highway Program administered by FHWA with Maryland SHA assistance). The contract term is up to five years, with no minimum work or funds guaranteed. Payment will be structured as cost-plus-fixed-fee and unit cost rates determined during the price proposal phase.
Key staff qualifications include a Maryland-registered PE with 10 years' roadway/transportation design experience as Project Manager; a second PE with 8 years' experience; a Maryland Registered Professional Land Surveyor with 10 years' surveying experience; and an Environmental Scientist with 8 years' environmental permitting experience. Professional Liability Insurance of at least $1,000,000 is required. The consultant must be registered with the Maryland Department of Assessments and Taxation and comply with MDOT SHA standards.
Technical proposals are weighted as Technical Questions (40%), Key Staff qualifications (30%), and Work Plan (30%). Written questions were due January 21, 2026. A pre-proposal meeting was held January 12, 2026.
