About this opportunity

Portland Public Schools, School District No. 1J (Multnomah County, Oregon) is requesting proposals for Bond Performance Audit Services under RFP 2026-032, with proposals due August 6, 2026 at 2:00 PM Pacific Time via PlanetBids. The District is dedicated to increasing contracting opportunities for certified minority-owned, women-owned, service-disabled veteran-owned, and disadvantaged businesses, which are strongly encouraged to submit proposals and participate as subcontractors.

The scope encompasses annual performance audit services for district bond projects including Cleveland High School, Grice-Adair Center for Educational Excellence, Ida B. Wells High School, Jefferson High School, and bond program level services covering health and safety improvements, seismic projects, curriculum projects, security, information technology, athletics, and facility improvements. Audits must comply with Government Auditing Standards (GAGAS) and include review of project compliance with district contracting policies, bond procedures, Oregon Prevailing Wage Laws, and applicable governing laws; evaluation of expenditure compliance with bond compensability; assessment of internal controls and program governance; and development of practical recommendations.

The contract term is four years with options to renew for four additional one-year terms, anticipated to start October 1, 2026. The rate proposal structure is an hourly rate schedule with weighted scoring based on a four-year average rate across four personnel classifications (Executive, Senior Auditor, Staff Auditor, and Administrative Support). All costs including travel and reimbursable expenses must be included in the rate proposal. A single contract will be awarded based on evaluation scores and proposer capacity.

Proposals are evaluated on a 100-point scale: Firm/Staff Qualifications (20 points), Internal Workforce Equity and Diversity Practices (10 points), Approach and Methodology (20 points), Sustainable Business Practices (5 points), Relevant Experience (25 points), and Rate Proposal (20 points). Proposers must submit three references of similar engagements for public agencies completed in the last five years; if the proposer has contracted with the District within the past five years, the most recent District project must be included as one reference. Performance auditors must complete fingerprint-based criminal history verification at their own cost ($94.50 per person). All submitted materials become the property of the District and will not be returned. Public proposal opening occurs via teleconference at 2:05 PM on August 6, 2026.
