About this opportunity

The City of Huntsville is seeking a qualified contractor to provide comprehensive boiler services and repairs across multiple municipal facilities through Invitation for Bid (IFB) #67-2025-14. The procurement covers preventive maintenance, services, and repairs for boilers owned and operated by the city, including monthly, semi-annual, and annual maintenance activities. Contractors must demonstrate significant expertise, including having at least three commercial maintenance contracts, four qualified service technicians with five years of experience, and capability to service boilers from manufacturers like Raypak, Weil McLain, Burnham, Lochinvar, RBI, and Cleaver Brooks. The contract will span one year from the award date, with potential extensions for two additional one-year terms. Key evaluation criteria will include price, conformity to specifications, financial ability, previous performance, and other objective factors. Bid submissions are due on July 31, 2025, at 2:00 PM CST, with a deadline for questions on July 24, 2025. Bidders are required to submit one original bid and include documentation such as a bid proposal, pricing form, and evidence of qualifications.

Contractors must comply with Alabama immigration law and provide an E-Verify Memorandum of Understanding. The bid requires a 5% bid bond, with potential performance and payment bonds for purchase orders exceeding $100,000. Insurance requirements are substantial, including $2,000,000 in general liability coverage, $1,000,000 per occurrence for automobile liability, and workers' compensation as mandated by Alabama statute. While no specific set-aside designations are mentioned, the bid encompasses boiler systems across nine city facilities, including the New Administration Building, Public Services, Municipal Justice and Public Safety Center, CID at Holmes Police Complex, Huntsville Aquatic Center, Huntsville-Madison County Public Library, North Huntsville Library, Johnson Legacy Complex, Sandra Moon Complex, and Dr. Richard Showers Recreation Center. Though the exact contract value is not specified, the comprehensive nature of the service and the breadth of facilities suggest a significant municipal investment in maintaining critical infrastructure heating and water systems.
