About this opportunity
The School Board of Pinellas County, Florida is requesting bids for boiler replacement at Palm Harbor University High School under ITB 26-CD-035, with bids due September 23, 2026 at 4:00 p.m. A mandatory pre-bid conference on September 10, 2026 at 9:30 a.m. at the school site is required for bid eligibility.
The scope requires removal of existing hydronic heating piping, pumps, supports, and accessories followed by installation of two new gas-fired forced draft condensing boilers with all new piping, ductwork, and accessories to deliver a complete, operable hydronic heating system. The contract term is 180 calendar days from the Notice to Proceed, including material ordering and installation. All materials and work carry a one-year warranty from final project completion.
Prime contractors must hold a current Florida Licensed Mechanical Contractor license and demonstrate five continuous years operating as the same legal entity. Subcontractors must be licensed in their respective trades. All bidders and subcontractors require Level 2 background screening under the Jessica Lunsford Act with school-grounds access restrictions. Bidders must provide bid security, proof of insurance, evidence of five comparable commercial mechanical equipment and piping installation projects completed within seven years, and a detailed work schedule.
The estimated contract value is approximately $250,000, excluding renewal options. There is no renewal option for this contract. Bidders must include a $5,000 contingency as a separate line item with no markup for unforeseen construction expenses. The District reserves the right to award by line item, section, or aggregate total. Pricing and discounts remain firm for the contract period and include all freight and handling charges. Questions are due September 16, 2026 at 2:00 p.m. Bid evaluation and contractor selection are estimated for September 28–30, 2026, with School Board approval anticipated for October 27, 2026.
