About this opportunity
The South Carolina Department of Parks, Recreation & Tourism (SCPRT) is soliciting bids for a boat slip permit contract at Devils Fork State Park through a fixed-price bid solicitation. The procurement aims to establish a qualified provider list (QPL) of vendors to manage commercial boat dock access and passenger shuttle services. Each permit allows vendors 20 feet of undesignated dock space on the designated left-side dock at the main boat ramp, two vehicle tags for support vehicles, and access to the villa ramp during high-traffic periods. Prospective bidders must attend a pre-bid conference on February 15, 2024, at 11:00 AM at Devils Fork State Park, with questions due by 5:00 PM EST that same day. Offers must be submitted online by February 20, 2024, at 3:30 PM EST, with award notifications posted on February 23, 2024. The resulting contract will have an initial one-year term beginning March 2, 2024, with four one-year renewal options, for a maximum contract period of five years ending January 1, 2029.
The solicitation is open to all responsive and responsible offerors with no specific set-aside designations for disadvantaged enterprises. Vendors are limited to a maximum of six permits, which represents 50 percent or fewer of the 14 available permits. The annual permit fee is $1,800, payable by March 31 annually at $450 per month for May through August, with September provided at no additional charge. Vendors must collect and remit park admission fees weekly, with rates of $8 per adult 16+, $5 for South Carolina seniors and disabled visitors, and $3 for children 6-15. Comprehensive general liability insurance is required, with minimum limits of $500,000/$1,000,000 and $100,000 property damage coverage, naming SCPRT and Duke Energy as additionally insured. Permits may be terminated early without penalty if written notification is submitted by March 31. All responsive bidders will be placed on the QPL, though inclusion does not guarantee a specific number of permits, and failure to receive business is not grounds for contract dispute.
