About this opportunity
The City of Fairfax is requesting sealed bids for construction services on the Blenheim Boulevard Bridge Deck Rehabilitation project under IFB 73929, with bids due August 5, 2026 at 2:00 p.m. via the Virginia eVA website. All prospective bidders and joint venture members must be prequalified with the Virginia Department of Transportation and possess a VDOT certification of qualification prior to bidding — this is a mandatory eligibility gate.
The bridge, constructed in 1976, carries four lanes of traffic over Accotink Creek on Route 6628 and measures 130 feet 9 inches in total length across three spans. The scope includes milling the existing wearing surface, removing concrete median and sidewalks, performing localized repairs to precast prestressed voided slab units (both top and underside), sealing longitudinal joints to prevent moisture infiltration, installing a reinforced concrete bridge deck, casting new sidewalks, medians and parapets, and eliminating deck joints by installing elastomeric expansion joints at abutments and link slabs at piers.
The contractor must achieve substantial completion within 390 calendar days from the Full Notice to Proceed and final completion within 420 calendar days. Liquidated damages are assessed at $1,350 per calendar day for non-completion beyond contract time. Bidders must submit a five percent bid surety; the successful contractor must provide 100 percent performance and payment bonds, both renewable annually. A Virginia Contractor License is required prior to award.
This federally funded project is subject to VDOT Standards & Specifications, FHWA Manual on Uniform Traffic Control Devices, and applicable federal regulations. Allowable working hours are 7:00 a.m. to 6:00 p.m. weekdays and 8:30 a.m. to 5:00 p.m. Saturdays; work in active City streets is limited to 9:30 a.m. to 3:00 p.m. Monday–Thursday and 9:30 a.m. to 2:00 p.m. Fridays. An optional prebid conference is scheduled for July 11, 2026 at 11:00 a.m. at the project site.
