About this opportunity
The City of Boise Public Works Department is requesting bids on biofilter fan replacement at the West Boise Water Renewal Facility (WBP 212), with bids due August 26, 2026.
The scope consists of installation of a Hartzell fiberglass reinforced plastic centrifugal fan (6,650 CFM, 7.0 inches water column static pressure, 24-inch diameter, 9.75 horsepower, 460-volt 3-phase) with low-pressure foul air piping, including excavation, concrete demolition, piping placement and support, fan and electrical connections, and related work. Work is limited to 8:00 a.m. to 5:00 p.m., Monday through Friday, with one biofilter system under work at a time while maintaining minimum three operating biofilters for plant foul air treatment. The site is located at 11818 West Joplin Road, Boise, Idaho 83714.
Vibration isolation assemblies at all fan locations must comply with ASHRAE standards; acceptable manufacturers are Mason, Vibration Mounting and Controls Co., and Vibro-Acoustics. All fans must be factory-tested and certified per AMCA standards. Contractors must submit detailed schedules of values within thirty days of notice to proceed, itemized by mobilization, electrical, yard piping, mechanical, and civil work. All submittals — shop drawings, product data, material samples, working drawings — require Owner approval before work begins. Background checks are required for all employees, subcontractors, vendors, and delivery personnel with site access.
The project anticipates land disturbance of less than one acre; EPA General Construction Permit and Storm Water Pollution Prevention Plan are not required, though local sediment control requirements apply. Property damage must be repaired within timeframes set by the City Project Manager. The Owner's Project Manager is Nicole Bolton (702-374-4070) and the Owner's Representative is Clay Ellestad (208-608-7168, cellestad@cityofboise.org). A preconstruction meeting must be scheduled minimum five calendar days in advance.
