About this file
This is a construction bid notice and specification document issued by the City of Boise's Public Works Department for the Biofilter Fan Replacement project (WBP 9000) at the West Boise Water Renewal Facility located at 11818 West Joplin Road, Boise, Idaho 83714. The scope of work involves installation of a fan and motor with low-pressure foul air piping systems to supply plant foul air from the header to associated biofilter cells, including excavations, concrete demolition, placement and support of new foul air piping, fan and electrical connection installation, and related work. The project requires one Hartzell fiberglass reinforced plastic centrifugal fan with specifications of 6,650 CFM, 7.0 inches water column total static pressure, 24-inch diameter, 9.75 horsepower motor, 460-volt, 3-phase operation. Work must be limited to normal business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, with one biofilter system worked on at a time while maintaining a minimum of three operating biofilters for plant foul air treatment. The Owner's Project Manager is Nicole Bolton (702-374-4070) and the Owner's Representative is Clay Ellestad (208-608-7168, cellestad@cityofboise.org). A preconstruction meeting must be scheduled minimum five calendar days in advance.
Contractors must submit detailed schedules of values within thirty days of notice to proceed, broken down by mobilization, electrical, yard piping, mechanical, and civil work components. All submittals including shop drawings, product data, material samples, and working drawings require Owner approval before work begins. Background checks are required for all employees, subcontractors, vendors, and delivery personnel with site access. The project anticipates land disturbance of less than one acre, therefore an EPA General Construction Permit and Storm Water Pollution Prevention Plan are not required, though local sediment control requirements must be met. Vibration isolation assemblies are required at all fan locations and must comply with ASHRAE standards; acceptable manufacturers include Mason, Vibration Mounting and Controls Co., and Vibro-Acoustics. All fans must be factory-tested and certified per AMCA standards. Property damage resulting from construction activities must be repaired within timeframes established by the City Project Manager, and all loads of loose material hauled on public roadways must be covered and secured.
