About this opportunity
The City of Minneapolis Department of Regulatory Services is requesting bids on nuisance rubbish and refuse abatement services, with bids due October 8, 2026, at 2:00 p.m. local time. The City intends to award up to two contracts to the lowest, responsive, and responsible bidders. An optional pre-bid meeting was held September 17, 2026; written questions were due September 21, 2026; and Addendum No. 1 was posted September 22, 2026, extending the bid close date and clarifying bid form requirements.
Contractors must comply with Minneapolis Code of Ordinances Title 7 non-discrimination provisions and Minnesota Statute 16C.285 responsible contractor criteria, including current workers' compensation and unemployment insurance registration, Minnesota Department of Revenue registration if the contractor has employees, valid federal tax identification, and no violations within the preceding three years related to wage and hour, prevailing wage, workers' compensation, safety licensing, or equal employment opportunity. Contractors exceeding $50,000 must submit a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing first-tier subcontractors at bid submission. The Small and Underutilized Business Program (SUBP) has no mandatory goals for this contract; however, contractors are encouraged to provide minority-owned and women-owned businesses full and fair competition on subcontracting opportunities. Only businesses certified through the Central Certification Program (CERT) qualify as MBEs or WBEs.
The scope includes removal and disposal of garbage, trash, dead animals, furniture, appliances, yard debris, construction materials, concrete, automotive parts, tires, mattresses, and animal feces from public and private property within Minneapolis. Contractors must retrieve work authorizations via digital dashboard and complete standard removals within three business days, sweep removals within five business days, special equipment removals within seven business days, and imminent hazard cleanups within eight business hours. Compensation follows hourly rates for standard and special equipment removal, plus per-piece fees for mattresses and tires. A stop fee applies when removal is already completed or access is denied.
The contract runs April 1, 2027, through March 31, 2028, with options to extend for two additional 12-month periods by mutual agreement. Prices remain firm during the initial period; extensions allow escalation capped at the higher of the Consumer Price Index or five percent. A 2% bid deposit is required, payable within three business days of bid close. Performance and payment bonds of $100,000 are mandatory. Prevailing wage requirements apply with employment goals of 20% female and 32% minority participation.
