About this opportunity

The City of Minneapolis is requesting bids for Pump Station 5 (PS5) Added Fuel for Generators, a rebid public works project, with bids due electronically August 18, 2026, at 1:00 p.m. CDT and a virtual pre-bid meeting scheduled for August 4, 2026, at 10:00 a.m. A 9% combined MBE/WBE participation goal under the Small and Underutilized Business Program (SUBP) applies; bidders failing to meet the goal must submit good faith efforts documentation or risk bid rejection. Eligible MBE and WBE firms must be CERT-certified and maintain their principal place of business within specified Minnesota and Wisconsin counties (Hennepin, Ramsey, Dakota, Washington in Minnesota; Pierce and St. Croix in Wisconsin).

The scope covers all materials, labor, equipment, and incidentals to supply added fuel and related services for generators at Pump Station 5 in accordance with City specifications and drawings available through QuestCDN (eBidDoc #10259525) for a $10.00 fee. Prevailing wage requirements apply to this contract; wage rates effective January 2, 2026, for heavy construction trades are binding. Employment goals require 20% female and 32% minority workforce participation.

The contract is lump-sum base bid with optional renewal at the City's request and potential extension for up to two additional 12-month periods if both parties agree. A bid deposit equal to 5% of the total proposed bid amount and performance and payment bonds at 100% of contract amount are required. Bids exceeding $50,000 require submission of a Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing all first-tier subcontractors; failure to submit renders the bid ineligible. All contractors must comply with Minneapolis living wage ordinances, prevailing wage requirements, non-discrimination provisions, and Minnesota Statutes Section 16C.285 responsible contractor criteria. Written questions are due August 6, 2026, at 12:00 p.m. CDT; addenda will be posted by August 10, 2026. Award will be made to the single, low, responsive, responsible bidder.
