About this opportunity
The City of Minneapolis is requesting sealed bids for the Phillips/TH55 Tunnel Rehabilitation Project, a municipal sewer maintenance initiative with bids due August 26, 2026 at 12:00 PM, and a mandatory pre-bid meeting on August 17, 2026 at 12:30 PM at Hi-Lake Shopping Center.
Bidders must demonstrate prior experience as prime contractor on three similar public projects involving concrete-lined storm sewer tunnels in sandstone, including concrete crack sealing, concrete repair, and void grouting outside the tunnel liner. This prior-experience qualification is a core filter. The project encompasses four tunnel systems: Phillips Storm Tunnel, Phillips Storm Tunnel-South Extension, TH 55 Storm Tunnel, and TH 55 Storm Tunnel-36th Avenue South Drift Tunnel. Work includes general mobilization, dewatering, erosion control, traffic control, site restoration, contact grouting, crack sealing, concrete repairs, joint repairs, and investigative drilling. Bidders must submit completed Excel bid forms with unit prices for all line items; mathematical errors are resolved in favor of unit price over extended price.
Davis-Bacon prevailing wage requirements apply, with hourly rates ranging from $22.08 to $61.28 depending on labor classification plus fringe benefits of $6.87 to $35.72 per hour, effective January 2, 2026. Employment goals are 20% female and 32% minority participation. The City of Minneapolis requires compliance with civil rights ordinances covering non-discrimination in employment, aspirational workforce goals, and HUD Section 3 requirements where applicable. The Small and Underutilized Business Program (SUBP) does not establish participation goals for this project. Contractors must hold Workers' Compensation Coverage B ($100,000 minimum per accident), Commercial General Liability ($2 million aggregate), Commercial Automobile Liability ($1 million per accident), and Builders Risk insurance. Performance and payment bonds equal to 100% of contract value are mandatory upon award.
A 5% bid deposit is required with all bids. Contracts exceeding $100,000 require an Affirmative Action Plan submission to the Minneapolis Department of Civil Rights before execution. Written questions are due August 19, 2026 at 12:00 PM. The City will award to the lowest responsive, responsible bidder. Specifications and drawings are available through QuestCDN (eBidDoc #10258448) for $10.00. Contact Mallory Cina at mallory.cina@minneapolismn.gov or 505 Fourth Avenue South, Room 310, Minneapolis, Minnesota 55415.
