About this opportunity

The City of Minneapolis is requesting bids on ground thawing services under a rebid solicitation (Event ID MPLMN-0000004333), with bids due October 7, 2026 at 1:00 p.m. CDT and completion required by November 1, 2026.

The scope requires deployment of 3' × 5' thaw equipment capable of establishing and beginning operations within 48 hours of request. The contractor must support one to three thawing units per job with up to four concurrent jobs running simultaneously. Bidders must provide unit pricing for three line items: thaw setup (estimated quantity of 3 units), daily operating costs, and weekly operating costs. The contractor bears full responsibility for propane supply, equipment maintenance, and labor throughout operations. All work must be performed by the contractor's own employees wearing company uniforms with identification badges; subcontracting is not permitted.

The maximum contract amount is $175,000, with contract termination triggered if this threshold is reached. The initial contract term is one year with two optional 12-month renewal periods at the City's discretion if both parties agree. Prices are firm for the initial contract period. Any escalation after year one requires documentary evidence of cost increases submitted 60 days before contract expiration and is generally capped at five percent.

Award will be based on lowest net cost meeting specification requirements. Bid pricing must include all applicable sales taxes and fees submitted electronically in Excel format with no handwritten entries. A Certificate of Insurance is required before bid award finalization. Invoices must be submitted electronically within 30 days of service delivery and acceptance. All work will be placed on City-issued purchase orders or work orders.

Questions regarding the bid form should be directed to Mallory Cina at mallory.cina@minneapolismn.gov. The solicitation is governed by Minnesota Uniform Municipal Contracting Law and the Minnesota Government Data Practices Act.
