The scope comprises five units of Limitorque MX Series B intelligent electric actuators or approved equivalents, pedestals, fasteners, and associated hardware to operate existing sluice gates. Actuators must meet NEMA 4X/IP68 watertight ratings, operate on 480-volt three-phase 60-hertz power with 24VDC solid-state control, support local and remote SCADA control with multi-turn operation and partial gate opening capability, and comply with AWWA C542 and NSF/ANSI 61 drinking water standards. Advanced diagnostic features are required, including absolute position encoders at 18-bit resolution with 100 percent repeatability, Bluetooth Low Energy connectivity (Bluetooth 4.0), 4-20 mA position feedback, LCD real-time status display with torque graphs and configurable alarm logging, and phase correction circuits. All equipment must be delivered in protective crates before December 31, 2026.
The manufacturer must demonstrate a minimum of ten years' documented experience producing specified equipment for water or wastewater service and maintain local support within 45 miles of the facility. Submittals must include shop drawings with speed ranges and mounting configurations, wiring diagrams, manufacturer certifications, installation instructions, test reports, and operation manuals. The awardee must provide one on-site installation visit per valve for compliance confirmation and adjustment, plus one callback visit at the city's request, and operator training of at least one hour on two separate days per valve type following commissioning.
Contracts valued at $100,000 or more are subject to Minneapolis Living Wage and Responsible Public Spending Ordinance compliance and prevailing wage requirements. Bidders must carry commercial general liability of $1 million per occurrence, auto liability of $1 million combined single limit, and workers' compensation as required by law. The city reserves the right to waive bidding irregularities and may terminate the contract without cause on thirty days' written notice. Addenda will be posted by July 23, 2026.
