About this opportunity
The Minneapolis Park and Recreation Board is requesting bids on the Minnehaha Creek Regional Trail — Bike Skills Park project with bids due October 15, 2026 at 2:00 PM CDT, and an optional pre-bid meeting scheduled for October 6, 2026 at 10:00 AM CST. The City of Minneapolis has established a combined MBE/WBE goal of 4% for this project; eligible certified firms must maintain principal places of business in specified Minnesota counties (Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Le Sueur, Mille Lacs, Ramsey, Scott, Sherburne, Sibley, Washington, Wright) or Wisconsin counties (Pierce, St. Croix).
Bidders must meet documented qualifications: a minimum of five years established business operation in good standing, demonstrated experience with trail and bike skills projects valued at $100,000 or greater, a minimum of three completed project examples involving purpose-built natural or paved trails and bike skills features, and three client references. A Field Construction Manager must remain on-site throughout construction to ensure compliance with design specifications and participate in field design.
The solicitation requests bids for three line items: the overall lump-sum Minnehaha Creek Regional Trail — Bike Skills Park project, export of unsuitable soil measured in tons, and import of granular borrow measured in tons. Project completion is due January 5, 2027, with soil export and import work due by October 20, 2026. Bids must be submitted in US dollars to the Minneapolis Procurement Office at 505 Fourth Avenue South, Room 310.
All bids exceeding $50,000 require submission of a Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1, a SUBP form, bid deposit, proof of Performance and Payment Bonds, and prevailing wage compliance. Prevailing wage rates established by the Minnesota Department of Labor and Industry apply to all trades and labor classifications. Employment goals of 20% female and 32% minority workforce participation are mandated. Contractors failing to meet SUBP goals or demonstrate adequate good faith efforts face bid rejection; post-award MBE/WBE substitutions without City approval may result in fines up to $10,000 per violation, payment withholding, debarment, or high-risk contractor designation.
