About this opportunity

The City of Minneapolis, through its Municipal Building Commission, is requesting bids for Best Locks door hardware and related services under Event 4271, with bids due August 26, 2026 at 2:00 p.m. CDT. Bidders must be authorized Best Locks distributors.

The scope covers thirteen line items of door hardware: Best EDH900 closers (10 units), Best mortise sets in 45H Series (15 units), Best A2 keyways in L and J configurations (100 units each), Best Coremax keyways (100 units), pins and springs for Best cores in 100-count and 500-count bags, HESS electronic strikes (20 units), Von Duprin panic bar exit devices in 55, 88, and 98/99 Series configurations (5 units each), and Full Escutcheon J lever-15 trim sets (15 units). All items must be furnished with specified finishes and configurations for the building located at 350 South 5th Street, Minneapolis. Pricing must include all labor, equipment, materials, fuel, and transportation; bidders must submit unit prices via Excel spreadsheet through the City's eSupplier Portal with no handwritten entries permitted.

The estimated annual product order is $35,000, with a maximum contract amount of $175,000. The contract term is one year with the option for up to two additional one-year renewals. Pricing remains firm during the initial contract period; price adjustments upon renewal require mutual agreement and documented evidence of cost increases capped at the Consumer Price Index or five percent, whichever is higher, unless extraordinary circumstances apply. Quantities will be reduced if bids exceed the $175,000 ceiling.

The contract is non-exclusive; the City reserves the right to hire multiple contractors and solicit competing bids for similar work. Responsive bids are evaluated on overall low price. Questions are due August 18, 2026 at 2:00 p.m. CDT; addenda will post by August 20. Bidders must comply with Minnesota Statutes Section 16C.285, subdivision 3 (responsible contractor requirements) and the Living Wage Ordinance for contracts at or above $100,000. Payment is rendered within thirty days of delivery, inspection, and acceptance.
