About this opportunity

The City of Minneapolis Health Department is requesting bids on lead abatement and renovation services across three residential properties in Minneapolis under Bid Packet #116, with bids due October 6, 2026 at 2:00 PM CST and written questions due September 29, 2026 at 10:00 AM CST.

Contractors must hold a valid Minnesota Department of Labor and Industry Residential Building Contractor license and EPA Certified Renovation Firm certification under 40 CFR 745 at the time of bid submission; all workers must maintain valid Certified Renovator licenses and 8-hour RRP training certifications. These are mandatory eligibility filters. The three properties are 3137 16th Ave S, 2709 Aldrich Ave N, and 2129 James Ave N. Work includes lead containment and cleaning, vinyl and wood double-hung window replacements, window stool and door threshold replacements, interior trim stabilization, stair tread and riser work, floor and deck enclosure, and cabinet shelf replacement. All work must be completed within eight weeks of approval. Post-renovation cleaning and clearance require Minneapolis Health Department visual inspection; contractors must repeat cleaning if standards are not met on first attempt.

Lead-safe work practices per 40 CFR 745, Subpart E are mandatory, including work-site containment, occupant protection, and potential resident relocation. Award will be made to the lowest responsive and responsible bidder for the entire project scope across all three properties combined. Prevailing wage applies under Minneapolis Code Chapter 24 and the Davis-Bacon Act for Hennepin County; however, the bid documents note that the project is funded by City grant funds. Contractors must submit signed Responsible Contractor Verification and Certification of Compliance forms under Minnesota Statute 16C.285, Subdivision 7 at bid submission; all first-tier subcontractors require identical certifications on Attachment A-1. Standard insurance includes $1 million commercial general liability, $1 million auto liability, and workers' compensation as required by law. A valid Dun & Bradstreet Number is required at award. No pre-bid meeting is scheduled; addenda will be posted by October 1, 2026.
