Three properties are included in Bid Event No. 4332: 3137 16th Ave S (property owner Jason Eyberg), 2709 Aldrich Ave N (property owner Everest Holdings LLC), and 2129 James Ave N (property owner Abide Properties LLC). Award will be made to the lowest responsible bidder for the entire project scope across all three properties combined. Contractors must provide itemized costs for each work item and must include complete proposals covering all properties; incomplete or partial submissions will be rejected. At the time of award, contractors must furnish a valid Dun & Bradstreet Number (DUNS). All subcontractors are subject to identical licensing requirements. Bid Eve nt No.: 4332 Minneapolis with their valid Dun & Bradstreet Number (DUNS). If any subcontractors are hired as part of this project, they are also held to the same licensing requirements. This job will not have Davis Bacon requirement.
Project Description:
This project seeks to renovate and repair building components in Minneapolis housing.
Building components may contain lead-based paint which may cause a health problem for residents. This includes deteriorating or deteriorated lead-based paint, defined in MDH rules (Chapter 4761.0200 Subpart 8) as “…paint that has become or is becoming chipped peeled, or otherwise separated from its substrate or that is attached to a damaged substrate…” and areas containing intact lead-based paint deemed likely to become a hazard in the future. All testing for lead-based paint was performed by MHD staff licensed through the State of Minnesota.
Renovation activities may include but not be limited to, stabilizing areas of loose and flaking paint on interior and exterior walls and building surfaces, replacement of windows, encapsulation of areas of deteriorating lead paint, replacement or maintenance of building components, floor and deck repair, and minor roof and plumbing repair.
This project may include requests for bids on multiple dwelling units along with specialty trades. Please review the full document, as a failure to provide a response for all the properties and work listed will result in a forfeiture of the bid submission. The bid response will require a cost for individual work items, and the award will be made to the lowest responsible bidder for the entire project. If the bid contains multiple dwelling units, there will be one award made to the lowest responsible bid for the sum of the work on all properties.
Contractors are encouraged to visit a property prior to submitting a bid. MHD will not be organizing a site meeting prior to bid award but can coordinate between all parties after the award announcement and before the project has started for a final review.
If contractor submits a bid without seeing the property, the Contractor will be responsible for holding their prices if going “site unseen”. Names and contact information for the property owners are included in the bid packet. Please review and complete the following pages and return to the Minneapolis Health Department.
Time Frame:
Contractors will receive an award announcement from the City so that they can order construction components such as windows in a timely manner. Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, within eight weeks of receipt of the work approval from MHD unless otherwise scheduled.
Bid Eve nt No.: 4332 Work Area Containment and/or Relocation:
Lead-safe work practices must be followed as part of this project. This includes work site containment and occupant protection. If properties in this project are occupied, residents may need to be relocated for the duration of the renovation. MHD staff can assist with coordinating work start dates between the property residents and the contractor prior to scheduling. MHD will do its best to ensure that residents are out of the buildings at scheduled work times; nevertheless, due to the nature of this work, delays, especially on Monday mornings, may occasionally occur.
Additionally, residents are informed and required to move furniture and possessions before the work start date or vacating the property. Occasionally furniture may have to be moved by the contractor to allow renovation activities to be conducted.
Post-Renovation Cleaning and Clearance Requirements:
Before the project is considered complete, contractors will be required to submit to MHD a post-renovation cleaning verification. MHD staff will also perform a visual inspection to ensure adequate cleaning has been conducted. MHD will consider the project incomplete if a visual assessment identifies dust, debris, building components or other conditions within the work area. The work area includes both the interior and exterior of the property.

The Minneapolis Health Department (MHD) invites licensed contracting businesses to provide renovation services in residential buildings. Contracted work is paid for by grant funds from the City of Minneapolis. Renovation work, related to health and safety concerns, will be included in the scope of work. The business must be licensed by the Minnesota Department of Labor and Industry as a Residential Building Contractor (RBC), and by the Environmental Protection Agency (EPA) as a Certified Renovation Firm under 40 CFR 745 at the time of submitting a bid. All individual workers and supervisors must have successfully completed personal lead certifications prior to the commencement of work.
Contractors bidding on this project are accountable for ensuring that all workers and sub-contractor personnel have completed at minimum of the 8-hour Renovate, Repair and Painting (RRP) training and hold a valid Certified Renovator license and follow all lead-safe work practices. At the time of the award, the contractor must provide the City of Minneapolis with their valid Dun & Bradstreet Number (DUNS). If any subcontractors are mailto:jeremywabbott@gmail.com mailto:Stefanny.Wight@MinneapolisMN.Gov
Bid Ev ent No.: 4332 hired as part of this project, they are also held to the same licensing requirements.
Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, Work Area Containment and/or Relocation:
Bid Ev ent No.: 4332
Lead-safe work practices must be followed as part of this project.
MHD will consider the project incomplete if a visual assessment identifies dust, debris, building components or other
