About this opportunity

The City of Minneapolis Health Department is requesting bids on lead-based paint hazard reduction services across five residential properties under BID-HEALTH Bid Packet #114, with bids due September 3, 2026 at 2:00 p.m. CDT and questions due by August 27, 2026 at 10:00 a.m. CST. Bidders must hold Minnesota Department of Labor and Industry Residential Building Contractor licenses and EPA Certified Renovation Firm certifications under 40 CFR 745 at the time of bid submission; all individual workers and supervisors must complete 8-hour Renovate, Repair and Painting training and hold valid Certified Renovator licenses.

The scope spans five properties: 318 27th Ave N, 3326 Fremont Ave N, 3716 Bloomington Ave S, 3750 Penn Ave N, and 2442–2444 15th Ave S. Work includes lead containment and cleaning, window replacement (14 vinyl double-hung windows at 318 27th Ave N), interior trim stabilization, dwelling interior door replacement, stair tread and riser replacement or enclosure, interior floor enclosure, window stool replacement, door sill stripping, and window stabilization through encapsulation. Contractors must complete all projects within eight weeks of receiving work approval from the Health Department. Post-renovation cleaning and clearance are mandatory with City verification; projects failing visual inspection for dust, debris, or building components will require repeated cleaning until satisfactory clearance is achieved.

Bids exceeding $50,000 must include a signed Responsible Contractor Verification and Certification of Compliance Form under Minnesota Statute 16C.285, Subdivision 7, with Attachment A-1 listing all first-tier subcontractors at time of bid. Contractors must carry Commercial General Liability ($1,000,000 per occurrence) and Auto Liability ($1,000,000 combined single limit) insurance. The Minneapolis Living Wage Ordinance applies to contracts valued at $100,000 or more. The contract is subject to prevailing wage requirements and will be awarded to the lowest responsible bidder for the entire project scope on a unit basis. Bids must be submitted electronically through the City of Minneapolis eSupplier Portal. Addenda will be posted by September 1, 2026. Site visits are encouraged but not required; contractors submitting bids "site unseen" commit to the stated price.
