About this file

This is a Lead Hazard Reduction Bid Packet issued by the City of Minneapolis Health Department (MHD) for renovation services in Minneapolis residential housing. The packet (Bid Event No. 4287, Bid Packet #114) solicits bids for lead-based paint hazard reduction work across five properties: 318 27th Ave N, 3326 Fremont Ave N, 3716 Bloomington Ave S, 3750 Penn Ave N, and 2442-2444 15th Ave S. Work items include lead containment and cleaning, window replacement (14 vinyl double-hung windows at 318 27th Ave N alone), interior trim stabilization, dwelling interior door replacement, stair tread and riser replacement or enclosure, interior floor enclosure, window stool replacement, door sill stripping, and window stabilization through encapsulation. Contractors are encouraged to conduct site visits prior to bid submission, though bids submitted "site unseen" require price commitment. MHD will not organize formal site meetings prior to award but will coordinate between parties after award announcement and before project commencement. Selected contractors must complete projects within eight weeks of receiving work approval from MHD. The bid response requires itemized costs for each work item, and award will be made to the lowest responsible bidder for the entire project scope across all properties.

Contractors must hold valid Minnesota Department of Labor and Industry Residential Building Contractor (RBC) licenses and EPA Certified Renovation Firm certifications under 40 CFR 745 at the time of bid submission. All individual workers and supervisors must complete 8-hour Renovate, Repair and Painting (RRP) training and hold valid Certified Renovator licenses. At award, contractors must provide the City with valid Dun & Bradstreet Numbers (DUNS), and any subcontractors are held to identical licensing requirements. Work is funded by City of Minneapolis grant funds, and this project does not have Davis-Bacon wage requirements. Post-renovation cleaning and clearance are mandatory, with MHD staff conducting visual inspections to verify adequate cleaning; projects with visible dust, debris, or building components will be deemed incomplete and require repeated cleaning procedures until satisfactory clearance is achieved. If properties are occupied, residents may require relocation during renovation, and MHD will coordinate work start dates; residents must move furniture and possessions before work begins, though contractors may need to relocate some items to conduct renovation activities.

Project Description:

This project seeks to renovate and repair building components in Minneapolis housing.

Building components may contain lead-based paint which may cause a health problem for residents. This includes deteriorating or deteriorated lead-based paint, defined in MDH rules (Chapter 4761.0200 Subpart 8) as “…paint that has become or is becoming chipped peeled, or otherwise separated from its substrate or that is attached to a damaged substrate…” and areas containing intact lead-based paint deemed likely to become a hazard in the future. This project may include requests for bids on multiple dwelling units along with specialty trades. Please review the full document, as a failure to provide a response for all the properties and work listed will result in a forfeiture of the bid submission. If the bid contains multiple dwelling units, there will be one award made to the lowest responsible bid for the sum of the work on all properties.

Contractors are encouraged to visit a property prior to submitting a bid. MHD will not be organizing a site meeting prior to bid award but can coordinate between all parties after the award announcement and before the project has started for a final review.

If contractor submits a bid without seeing the property, the Contractor will be responsible for holding their prices if going “site unseen”. Names and contact information for the property owners are included in the bid packet. Please review and complete the following pages and return to the Minneapolis Health Department.

Time Frame:

Contractors will receive an award announcement from the City so that they can order construction components such as windows in a timely manner. Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, within eight weeks of receipt of the work approval from MHD unless otherwise scheduled.

Work Area Containment and/or Relocation:

Bid Event No.: 4287

Lead-safe work practices must be followed as part of this project. This includes work site containment and occupant protection. If properties in this project are occupied, residents may need to be relocated for the duration of the renovation. MHD staff can assist with coordinating work start dates between the property residents and the contractor prior to scheduling. MHD will do its best to ensure that residents are out of the buildings at scheduled work times; nevertheless, due to the nature of this work, delays, especially on Monday mornings, may occasionally occur.

Additionally, residents are informed and required to move furniture and possessions before the work start date or vacating the property. Occasionally furniture may have to be moved by the contractor to allow renovation activities to be conducted.

Post-Renovation Cleaning and Clearance Requirements:

Before the project is considered complete, contractors will be required to submit to MHD a post-renovation cleaning verification. MHD staff will also perform a visual inspection to ensure adequate cleaning has been conducted. The Minneapolis Health Department (MHD) invites licensed contracting businesses to provide renovation services in residential buildings. Contracted work is paid for by grant funds from the City of Minneapolis. Renovation work, related to health and safety concerns, will be included in the scope of work. The business must be licensed by the Minnesota Department of Labor and Industry as a Residential Building Contractor (RBC), and by the Environmental Protection Agency (EPA) as a Certified Renovation Firm under 40 CFR 745 at the time of submitting a bid. All individual workers and supervisors must have successfully completed personal lead certifications prior to the commencement of work.

Contractors bidding on this project are accountable for ensuring that all workers and sub-contractor personnel have completed at minimum of the 8-hour Renovate, Repair and Painting (RRP) training and hold a valid Certified Renovator license and follow all lead-safe work practices. At the time of the award, the contractor must provide the City of Minneapolis with their valid Dun & Bradstreet Number (DUNS). If any subcontractors are mailto:mschmid@alliancempls.org

Bid Ev ent No.: 4287 hired as part of this project, they are also held to the same licensing requirements. This job will not have Davis Bacon requirement.

All testing for lead-based paint was performed by MHD staff licensed through the State of Minnesota.

Renovation activities may include but not be limited to, stabilizing areas of loose and flaking paint on interior and exterior walls and building surfaces, replacement of windows, encapsulation of areas of deteriorating lead paint, replacement or maintenance of building components, floor and deck repair, and minor roof and plumbing repair.

This project may include requests for bids on multiple dwelling units along with specialty trades. Please review the full document, as a failure to provide a response for all the properties and work listed will result in a forfeiture of the bid submission. The bid response will require a cost for individual work items, and the award will be made to the lowest responsible bidder for the entire project.

Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, Bid Ev ent No.: 4287

MHD will consider the project incomplete if a visual assessment identifies dust, debris, building components or other
