About this opportunity
The City of Minneapolis Health Department is requesting bids for lead hazard reduction services across five residential properties, with bids due August 20, 2026 at 2:00 p.m. CDT and work completion required by August 25, 2026. Contractors must be licensed as Residential Building Contractors by the Minnesota Department of Labor and Industry and EPA Certified Renovation Firms under 40 CFR 745 at bid submission; all workers and supervisors must hold valid Certified Renovator licenses after completing 8-hour RRP training. Prevailing wage compliance under Minneapolis Code of Ordinances Chapter 24 applies.
The scope spans five properties (2634 Knox Ave N, 1211 26th Ave N, 2120 Emerson Ave N, 2215–2217 Ilion Ave N, and 2510 Fremont Ave N) and includes lead containment and cleaning, vinyl double-hung window replacement to Energy Star Version 6 standards, window stool and trim work, stair tread and riser work, interior and exterior trim stabilization, door replacement, and window blind stop and well enclosure. Work must be completed within eight weeks of MHD approval. Contractors are encouraged to conduct pre-bid site visits; no organized pre-bid meeting will be held. Post-renovation cleaning and clearance verification are required, with MHD staff conducting visual inspections; contractors must repeat cleaning if standards are not met.
Bids exceeding $50,000 require a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing first-tier subcontractors, per Minnesota Statute 16C.285, subdivision 7. Contractors must certify compliance with workers' compensation and unemployment insurance, federal tax identification, wage and hour laws over the preceding three years, valid licensing, and absence of suspension or debarment. All subcontractors must meet identical licensing and certification requirements. Award will be made to the lowest responsible bidder for the entire project scope across all properties. Questions are due August 11, 2026 at 10:00 a.m. CST; addenda will be posted by August 13. Bids must include itemized costs per work item and affirm independent bid preparation without collusion. Commercial general liability and auto liability coverage of $1,000,000 is required.
