The City's Living Wage Requirements per City Ordinance Chapter 38 apply.

Contractors must hold a Minnesota Department of Labor and Industry license as a Residential Building Contractor and EPA certification as a Certified Renovation Firm under 40 CFR 745 at time of bid submission. All workers and supervisors must hold valid Certified Renovator licenses and complete 8-hour RRP training. Subcontractors must meet identical licensing requirements.

Work spans two Minneapolis properties: 610 24th Ave N and 2955 Logan Ave N, encompassing lead containment and cleaning, interior door replacement (3 units), interior trim stabilization (126 linear feet), window stool replacement (6 units), vinyl double-hung window replacement (9 units), and stair tread and riser replacement and enclosure (10 treads, 11 risers). Contractors are encouraged to visit sites before submission; no formal pre-bid meeting will be held. Work must be completed within eight weeks of work approval. Post-renovation cleaning and clearance verification by MHD staff are required; contractors must repeat cleaning if visual inspection identifies deficiencies.

The contract is awarded to the lowest responsible bidder for the entire project scope. Prevailing wage rates apply under the U.S. Department of Labor General Wage Decision for Minnesota-Hennepin County. Contractors must provide a valid DUNS number upon award and submit itemized costs by line item. Required insurance includes $1,000,000 Commercial General Liability per occurrence, $1,000,000 Auto Liability combined single limit, and Workers' Compensation as required by law. Questions are due August 11, 2026 at 10:00 AM CST; addenda will post by August 13, 2026. The project is funded by grant funds from the City of Minneapolis and does not carry Davis-Bacon requirements.
