About this opportunity
The City of Minneapolis Finance & Property Services is soliciting sealed bids for the procurement of Fire Department Training Apparatus, with bid submissions due May 27, 2026 at 2:00 PM CDT through the City's eSupplier Portal. The solicitation includes a base bid and three optional alternates: Additional Scope of the Trench Prop, Entirety of the Confined Space Prop, and Site Lighting Fixtures, with all items designated as lump sum deliverables with a quantity of one unit each and scheduled delivery by June 2, 2026. Bidders must provide all materials, labor, equipment, and incidentals necessary to deliver the specified training apparatus in accordance with project specifications and drawings available through QuestCDN (eBidDoc #10185248). An optional pre-bid meeting is scheduled for May 12, 2026 at 10:00 AM at the Emergency Training Operations Facility (25 37th Ave NE, Room 128, Minneapolis, MN 55421), with written questions due by May 14, 2026 at 12:00 PM and project addenda posted by May 19, 2026. The City will award a single contract to the lowest responsive, responsible bidder meeting all specifications, with substantial project completion expected by June 15, 2027, and the contract may be renewed at the City's request for up to two additional 12-month periods. All bidders must demonstrate compliance with Minnesota Statute 16C.285, subdivision 3 regarding responsible contractor status, including workers' compensation and unemployment insurance requirements, current Department of Revenue and Department of Employment and Economic Development registration, valid federal tax identification, and compliance with Minnesota wage and hour statutes and federal wage requirements over the preceding three-year period.
The City has established an 8 percent combined Minority-Owned Business Enterprise (MBE) and Women-Owned Business Enterprise (WBE) participation goal under the Small & Underutilized Business Program (SUBP), requiring all bidders to submit a Bidders, Solicitation, and SUBP Commitment List identifying all solicited contractors, subcontractors, consultants, suppliers, and service providers, with certified SUBP firms listed in the official Minnesota Certified Unicipated Program (MnUCP) Report encompassing 182 eligible subcontractors across five primary trade categories. Eligible MBE/WBE firms must be SUBP-certified, listed on the City's certified firm list, perform a commercially useful function, and maintain a principal place of business in specified Minnesota or Wisconsin counties. Bidders unable to meet the 8 percent SUBP goals must demonstrate good faith efforts through comprehensive documentation, and all final SUBP Commitment Forms must be submitted no later than 5 p.m. on the first business day following bid opening, with failure to meet these submission deadlines potentially resulting in bid rejection. A bid deposit of 5 percent of the total proposed bid amount is required, along with Performance and Payment Bonds equal to 100% of the total contract amount. Prevailing wage compliance is mandatory, with both Minnesota state and Federal Davis-Bacon Act prevailing wage schedules for heavy construction applicable to the project. Bidders with cumulative contracts exceeding $100,000 must submit a written Affirmative Action Plan, and non-compliance with SUBP requirements constitutes a material breach of contract subject to penalties including payment withholding, suspension or debarment, and fines up to $10,000 per violation.
