About this opportunity
The City of Minneapolis is requesting sealed bids for construction and completion of the Democracy Center project under Bid Event 4273, with bids due October 8, 2026 at 1:00 PM CDT. SUBP participation goals of 10% Minority Business Enterprise (MBE) and 7% Women Business Enterprise (WBE) apply; eligible firms must be certified through the Central Certification Program (CERT) within scope and located in specified Minnesota or Wisconsin counties. Noncompliance constitutes material breach and may result in payment withholding, contract suspension, debarment, or fines up to $10,000 per violation.
The bid includes a base bid and three alternate options submitted on a lump sum basis, with work comprising site remediation (removal and disposal of contaminated, hazardous, and regulated soil; clean fill and compaction), vapor mitigation system design, installation and verification for the basement level, wood veneer finish substitutions, and building automation system substitution. Substantial project completion is required by October 4, 2026. Bids exceeding $50,000 must include signed Responsible Contractor Verification and Certification of Compliance forms under Minnesota Statute 16C.285, with Attachment A-1 listing all first-tier subcontractors at bid submission.
Prevailing wage rates apply under U.S. Department of Labor Wage Decision MN20260053, effective through May 18, 2026, with skilled trade classifications ranging from $43.39 to $62.52 per hour plus fringe benefits. Executive Order 13706 sick-leave requirements apply. Employment goals require 20% female and 32% minority workforce participation. Minneapolis living wage ordinance (Chapter 38), equal benefits ordinance for contractors with 21+ employees, and Environmental Purchasing Policy compliance are mandated. A 5% bid deposit and 100% performance and payment bonds are required. Questions are due September 22 at 12:00 PM. An optional pre-bid meeting is scheduled for September 16, 2026 at 9:30 AM at 3000 Minnehaha Avenue. Addendum No. 1 dated September 22 directs bidders to QuestCDN.com (eBidDoc #10358877) for specifications, drawings, and Q&A documentation. Award goes to the single lowest responsive, responsible bidder.
