About this opportunity
The Alabama Department of Conservation and Natural Resources, State Lands Division is soliciting bids for herbicide spray services to treat cogon grass at Perdido River Wildlife Management Area, with bids due August 24, 2026 and a mandatory site visit on July 28, 2026 at 10:00 a.m. Attendance at the site visit is a prerequisite for bid eligibility; vendors must notify Michael Chase of attendance by July 24 at 5:00 p.m.
Vendors must hold current Custom Pesticide Business Licenses from the Alabama Department of Agriculture and Industries for Forest Pest Control and applicable Ground or Aerial Applicator categories, submitted with the bid. The scope involves treatment of approximately 850 acres using ground and/or drone application methods. Herbicide must be applied at a minimum of five feet beyond the outer perimeter of each cogon grass patch. Specified products are Arsenal AC or equivalent at 3% by volume for ground application or 10 gallons per acre with 24 ounces of Arsenal AC per acre for aerial application, with appropriate adjuvants and drift control agents. Work for 2026 concludes October 15, 2026, with resumption in 2027 when the growing season begins.
Pricing must be submitted on a per-acre basis and must encompass all costs: herbicide chemicals, adjuvants, drift agents, travel, labor, equipment mobilization, and patrol activities. Actual acreage treated will be determined based on pricing, budget availability, and operational timing. The contract is a single 12-month term with award on an all-or-none basis to the lowest responsible bidder. A purchase order will be issued as soon as practicable following award.
Questions are due August 5, 2026 at 5:00 p.m. Central Time through the portal Discussion tab. The State of Alabama pays thirty days in arrears after invoice receipt. Contract assignment, subletting, or subcontracting requires written approval from the Chief Procurement Officer. The State does not guarantee minimum purchase quantities and retains the right to cancel with 72 hours' notice or immediately for public health and safety concerns.
