About this opportunity

Montgomery County Public Schools (MCPS) is requesting sealed bids for removal, furnishing, delivery, and complete replacement of Federal Pacific electrical switch-gear and main feeder wire at Sligo Creek Elementary School in Montgomery County, Maryland, with bids due October 4, 2026 and opening scheduled for April 10, 2026 at 2:00 p.m. SLMBE (Small, Local, and Minority Business Enterprise) certification categories are available for eligible bidders; a 0% MBE goal applies to this specific bid, though future state-funded projects exceeding $50,000 performed under an extended contract may establish new MBE goals.

The scope includes removal of the existing Westinghouse switchboard and installation of a new switchboard, new feeder cables from the existing transformer to the new switchboard, and replacement of fluorescent strip light fixtures with new LED lighting fixtures. All work must comply with the National Electrical Code (NFPA 70), International Building Code (IBC), Maryland Occupational Safety and Health Act (MOSHA), and applicable state and local electrical codes. The electrical engineer of record is Patrick Posey Associates, Inc., Baltimore. Coordination with Pepco for service entrance modifications is required. All materials must be UL-listed, completely new, and free from defects. The contractor must submit manufacturers' lists, shop drawings, product data, and test reports for approval before installation.

The contract term runs from June 26, 2026 through September 25, 2027. All equipment and workmanship carry a one-year unconditional guarantee, with a two-year correction period extending from substantial completion. Bidders must maintain comprehensive business insurance with minimum limits of $500,000 bodily injury and $100,000 property damage, provide workers' compensation proof, and furnish performance bonds if required within ten business days of award. Bid security is required. MCPS will evaluate bids on conformance to specifications, ability to perform, price, past performance, MBE compliance, and prompt payment discounts (minimum 20 days). All delivery costs, packaging, and uncrating must be included in the bid unit price.
