About this opportunity
The Borough of Ephrata in Lancaster County, Pennsylvania is soliciting sealed bids for Bid #26-2 2026 Street Improvements through the PennBid electronic bidding system, with bids due by 10:00 AM local time on Tuesday, June 16, 2026. The procurement encompasses mechanical milling of approximately 24,500 square yards of existing asphalt pavement surfaces, asphalt overlay of the same milled surfaces, ADA ramp installations, pavement base repairs, pavement markings, mobilization and demobilization, traffic control with approved detour routes, and all associated labor, materials, equipment, bonds, insurance, and incidentals necessary for project completion. The project must be satisfactorily completed within 40 consecutive working days from the notice to proceed, with all work finalized by October 16, 2026. Each bid must be accompanied by a bid bond, certified check, letter of credit, or other acceptable security equal to 10% of the bidder's total base bid amount, and successful contractors must furnish both performance and payment bonds equal to 100% of the contract price executed by a corporate surety authorized in Pennsylvania. Bidders must submit questions by June 4, 2026 at noon, and the Borough anticipates contract award on July 13, 2026, with a highway committee meeting scheduled for June 22, 2026 at 5:30 PM. The Borough of Ephrata reserves the right to accept or reject any or all bids and will evaluate submissions based on bid completeness, contractor qualifications, ability to meet specifications, and other factors beyond cost alone.
This contract is subject to Pennsylvania Prevailing Wage Act requirements, and contractors must submit PA Act 127 Public Works Employment Verification Forms confirming compliance with the Federal E-Verify program as a mandatory precondition of contract award. The project is partially funded by PennDOT Liquid Fuels funds and requires compliance with PennDOT Construction Specifications Publication 408/2026 and applicable county, state, and federal regulations. No specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or current contractors are identified in the solicitation documents. All project documents, plans, and solicitation details are available at no cost for viewing and download through the PennBid internet-based bidding system at https://pennbid.bonfirehub.com. While no specific budget range or award value is provided in the solicitation materials, the scope of work—encompassing approximately 24,500 square yards of milling and overlay operations plus additional site work—suggests a substantial public works contract. Interested contractors should access the complete bid documents through PennBid to obtain detailed specifications, plans, and pricing requirements for proposal preparation.
