About this opportunity
Spokane Transit Authority is requesting sealed bids for installation of four depot-style pantograph chargers and associated electrical infrastructure at two locations — Valley Transit Center in Spokane Valley and Liberty Lake Park and Ride in Liberty Lake, Washington — under IFB-2026-11230, with bids due June 22, 2026 at 10:00 a.m. Pacific Time and a pre-bid walkthrough at STA Boone North West Garage on June 10 at 9:00 a.m.
Bidders must be licensed contractors in Washington with a current UBI number, maintain industrial insurance coverage, and comply with prevailing wage rates as determined by the Washington Department of Labor and Industries. A minimum of three prior projects valued at $2 million or more, completed within the last eight years, with demonstrated experience in multi-phase construction, utility coordination, and electrical infrastructure installation is required.
The scope encompasses conduit, wiring, housekeeping pads, structural supports, frames, and electrical equipment installation, with coordination of owner-furnished contractor-installed charging equipment and pantograph assemblies. Work is phased across both locations with a scheduled shutdown from November 1, 2026, through March 30, 2027, due to weather. Valley Transit Center underground and structural work must be substantially complete by November 1, 2026. Liberty Lake construction must accommodate 36–40 week equipment lead times and extend into the 2027 construction season.
The contract term runs 365 calendar days from Notice to Proceed. Bid prices must include all labor, materials, equipment, overhead, permits, Washington State Sales Tax, trench safety provisions, and prevailing wage compliance costs. A bid guarantee of five percent of the Base Bid is required for bids exceeding $35,000. Building permits for Spokane Valley and Liberty Lake are reimbursable costs not included in the bid price. The project is partially funded by a Washington State Green Transportation Grant. All work is subject to inspection and acceptance by STA's project manager, and the contractor must maintain insurance coverage for two years after final acceptance.
