About this opportunity
The Downtown Development Authority in partnership with the City of Detroit is requesting sealed bids for the Beacon Street Road Resurfacing Project, with bids due August 19, 2026 at 3:00 PM EST and a pre-bid meeting on August 11, 2026 at 10:00 AM EST on-site at the South Contractor Lot on the southwest corner of Beacon and Saint Antoine.
Qualified bidders must be properly licensed in Michigan, fully insured, and experienced in similar road resurfacing work within Detroit. Contractors must comply with prevailing wage requirements under City of Detroit Ordinance No. 20-93 and obtain tax clearance from the City of Detroit.
The scope covers approximately 830 feet of Beacon Street from Brush to Saint Antoine Street, requiring cold milling of 2,667 square yards of HMA and installation of 553 tons of new HMA material in two courses. Work also includes resurfacing of an alley bounded by Beacon, Beaubien, Madison, and Saint Antoine Streets (cold milling 405 square yards and placement of 90 tons of new HMA material in two courses), replacement of approximately 340 square feet of damaged sidewalk, 640 square feet of ADA-compliant ramps, and related structure adjustments. All work must comply with City of Detroit's Standard Specifications, Supplemental Specifications, and Special Provisions.
Contract value is determined by unit prices submitted on the provided bid form; all costs including labor, materials, equipment, permits, inspections, insurance, and applicable taxes are incorporated into the bid price. Performance and payment bonds equal to 100% of the contract amount are required, with surety companies listed on Circular 570. Comprehensive general liability insurance with minimum limits of $2 million per occurrence and workers' compensation insurance are mandatory; no bid bond is required.
The selected contractor must mobilize on September 1, 2026, with substantial completion required by November 1, 2026. Liquidated damages apply for failure to achieve final completion by the specified date. Bids remain valid for 90 days after submission.
