About this opportunity

The State of Michigan Department of Technology, Management & Budget (DTMB) is soliciting bids for printing services to manufacture 9,000 Building Trades Division inspection labels, identified as project BCC 3819. The labels must meet precise specifications: 4" x 5" finish size with rounded corners, printed in black ink with fluorescent yellow (PMS-803) text on cover stock, with removable adhesive on a 1/8" wider backer for easy removal. Deliverables include packaging as carton rolls containing 90 rolls of 100 labels per roll on 3-core rolls with perforation between each sticker in a 1-up configuration, along with an electronic PDF file to be supplied by the department and a production proof requiring approval before manufacturing begins. Bidders must be prequalified vendors with the Michigan Print & Mail Management division and must submit detailed quote letters with their bids; failure to include a comprehensive quote letter will result in automatic disqualification. Evaluation will be based on best price and value rather on lowest cost alone, with the State reserving the right to reject the lowest bidder if past quality concerns exist or if the bid does not meet specified requirements. The bid submission deadline is April 24, 2026, with all bids required to be submitted online and marked F.O.B. Destination with freight prepaid to 7461 Crowner Drive, Lansing, Michigan 48913. Late submissions will not be accepted.

Only prequalified vendors registered with the State of Michigan are eligible to respond to this procurement, with pre-qualification taking approximately one week to complete. The contract documents do not identify any incumbent vendors, set-asides for disadvantaged enterprises, or specific award values or budget ranges, though standard Michigan contract terms apply, including compliance with prevailing wage standards where applicable, nondiscrimination provisions, and adherence to all state and federal regulations. Vendors must comply with strict packaging and labeling requirements, including single-face hardwood pallets with specific dimensions and no underruns permitted, with overruns at the vendor's expense. All electronic copies of materials must be provided in source software format with all revisions, fonts, and images included, as well as PDF format, with all materials becoming the property of the State of Michigan upon completion. Delivery is available Monday through Friday from 8:00 a.m. to 3:30 p.m. at the designated dock location, with drivers required to obtain entry passes at the front office.
