About this opportunity
The State of Michigan Department of Technology, Management & Budget Printing Services is soliciting bids for the production of 2,000 ride inspection stickers under contract BCC-3300, with proposals due by May 22, 2026. The stickers must measure 3.5" x 4" with a 1/4" tab featuring a slit along the left edge for easy removal, and must be sequentially numbered from 2027-0001 through 2027-2000. Technical specifications require a 2 mil solid aluminum foil backing with a silver matte finish cover, permanent adhesive (#320) suitable for outdoor use, and UV inks in black and PMS-142 C yellow butterscotch to prevent fading, with no over-lamination permitted. Vendors must submit detailed quote letters with their bids; failure to do so results in automatic disqualification. The stickers must be packaged as single labels with permanent adhesive, shrinkwrapped in bundles of 100 per carton, with electronic files submitted in PDF format along with a PDF proof. Award decisions will be based on best price and value to the state rather than lowest bid alone, with consideration given to past quality performance and the vendor's ability to meet all specified requirements.
Participation in this procurement is restricted to vendors who are prequalified with the State of Michigan Print & Mail Management (PMM) program and registered with the state prior to bid submission, which requires approximately one week for prequalification. All bids must be submitted online with complete costs including freight to the state's dock at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis, and late bids will not be accepted. Vendors must comply with strict packaging and labeling specifications, including the use of single-face hardwood pallets with weight restrictions not exceeding 4,000 pounds gross, and must accept Electronic Funds Transfer (EFT) payments for all transactions. Under Michigan's standard contract terms, vendors are responsible for all packaging, freight, and shipping costs, and the state reserves the right to inspect work at any time before, during, and after delivery with final inspection occurring within 30 calendar days of delivery. Payment terms require itemized invoices due within 45 calendar days of invoice receipt or final acceptance of deliverables, whichever is later, and the state is exempt from all federal excise taxes and state and local sales and use taxes. No specific budget range or award value has been disclosed in the procurement documents.
