About this opportunity

The Illinois Environmental Protection Agency is soliciting vendor(s) to provide household battery collection, transportation, and recycling services statewide, with bids due September 8, 2026 under IFB 26-532EPA-FISCP-B-52527. The vendor must establish a minimum of 250 collection sites — one in each municipality with 10,000 or more residents and at least one in every county lacking such a municipality — and meet collection milestones of 200 pounds by September 30, 2026, 600 pounds by September 30, 2027, and 1,200 pounds by September 30, 2028, with a minimum total collection target of 25,700 pounds over the contract term.

The scope includes providing 55-gallon collection drums for permanent drop-off locations, organizing one-day collection events in areas declining permanent containers, and proper transportation and recycling or disposal of small and medium format household batteries in compliance with Illinois 733.102 and 49 CFR 106, 107, and 171–180. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence and $2 million Annual Aggregate, Auto Liability insurance of $1 million per occurrence, and Worker's Compensation Insurance as required by law. Personnel qualifications include a Project Manager/Safety Officer with advanced safety training and a Driver with hazardous battery handling experience and DOT training. The vendor must have a minimum of two years' experience handling potentially hazardous materials. Subcontractors with annual values exceeding $100,000 require prior written State approval and Illinois Standard Certifications.

The initial contract term runs from execution through September 30, 2028, with a maximum total term not to exceed ten years including renewals or extensions. Pricing is estimated rather than firm; the specific pricing and maximum contract amount will be determined by the State prior to contract execution. The contract is contingent upon appropriation of Illinois General Assembly funds and remains subject to termination for convenience with thirty days' notice or immediately for cause. Bids must remain firm for 90 days from opening. The State will award to the lowest-priced responsive and responsible bidder. Domestic product preference applies. All bids are submitted electronically through BidBuy and must include Vendor Disclosure or IPG Active Registered Vendor Disclosure forms, Offer to the State of Illinois, Contract, and any applicable BEP Utilization Plan. A $15 administrative fee applies to awards of $1,000 or more.
